Duties

Help

Assists the Human Resource Manager in performing all duties of the HRM position.

Plans for immediate and long range staffing needs.

Oversees staffing functions that include requesting certificates of eligible, scheduling and conducting interviews, BOP-HIRES issues, and preparing security clearance requests.

Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and is performed on a regular and recurring basis.

Qualifications

To be considered for the position, you must meet the following:

Education:

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Experience:

You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.

Some examples of this qualifying experience are:
  • Experience working with a Human Resource program for an organization with a variety of administrative and professional occupations.
  • Experience providing guidance on human resource programs and issues to employees.
  • As a human resource representative, experience reviewing employment applications, interviewing and processing applicants and/or new employees, assisting employees in resolving employment issues and coaching and/or instructing employees.

OR

Combination of Education and Experience:

Have a combination of education and experience. This experience must have equipped you with the qualifications to perform the major duties of this position as described above.

If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.

In accordance with 5 U.S.C. 3307, a maximum entry age of 36 has been established for original appointment to a position in a Bureau of Prisons institution.

The representative rate for this position is $82,148 per annum ($39.36 per hour).

Special Conditions of Employment Section:

The incumbent is subject to geographic relocation to meet the needs of the agency.

Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.

All applicants not currently working in an institution will be required to complete a qualification inquiry regarding convictions of misdemeanor crimes of domestic violence in order to be authorized to carry a firearm.

Successful completion of the "Introduction to Correctional Techniques," three-week training course at Glynco, Georgia is required.

MOBILITY STATEMENT : A mobility statement is required for this position. Upon successful completion of the Human Resource Manager Trainee Program, the trainee may be non-competitively placed in a GS-11 Human Resource Manager position. Upon successful completion of the Human Resource Manager Trainee Development Program Plan, the HRM trainee may be relocated to an institution designated to be "in need". Trainee will be relocated within the region where their training was completed, and will not be relocated involuntarily outside of that region. The Human Resource Manager trainee may voluntarily apply to a vacancy inside or outside the region where their training was completed.

Training period for this position is expected not to exceed 24 months. If trainee is unable to satisfactorily complete the required training, the incumbent (BOP employee's only) may be returned to their former position and pay.
