JOB DESCRIPTION

TITLE: DIRECTOR OF HUMAN RESOURCES

PRIMARY FUNCTION:


The Director of Human Resources is responsible for managing the school system's personnel program. This includes the establishment and maintenance of effective two-way communications between the various organizational levels, and the formulation, recommendation, and administration of the school system's personnel policies.

QUALIFICATIONS:

1. Hold a Postgraduate Professional License with a master's degree and an endorsement in Administration and Supervision.
2. Have at least five years of experience in administration and/or supervisory positions.
3. Have demonstrated the professional and personal characteristics necessary for working effectively with school personnel and members of the community.

REPORTS TO: Superintendent


RESPONSIBILITIES:

1. To recruit, screen, interview, and recommend qualified applicants to fill certificated and classified vacancies and/or new positions.
2. To assist administrators to ensure fair and consistent application of personnel policies, regulations, and benefits.
3. To assist teachers and other personnel by answering various personnel policy related questions.
4. To ensure that all federal, state laws, and School Board policies and regulations relating to personnel are followed.
5. To provide all pertinent information to the School Board for teacher appointments, reappointments, and releases of contracts.
6. To implement employment practices that meet federal, state, and local laws.
7. To coordinate with area colleges and universities the placement of student teachers.
8. To administer the professional licensure and renewal requirements for all instructional and administrative personnel in accordance with the state regulations.
9. To plan and execute an annual recruitment program which highlights contact with minority applicants for teaching positions for which there is a shortage of qualified candidates through personal contact with college placement offices, employment agencies, correspondence with colleges and universities, on-campus recruiting, composition and placement of paid advertising in newspapers and periodicals and posting of vacancies on the web page.
10. To coordinate efforts of building administrators in the personnel selection process.
11. To work actively with principals, legal counsel, and the employee in all actions relating to employee dismissal or nonrenewal.
12. To represent the best interests of the school division in claims and hearings related to unemployment compensation.
13. To promote good working relationships among staff members.
14. To monitor all licensure requirements.
15. To correspond with the Virginia Department of Education Division of Teacher Education and Licensure on all required documents for personnel.
16. To correspond with other school divisions on all required documents for personnel.
17. To maintain certificated and classified personnel records and perform all personnel functions relating to these records.
18. To assist in the determination of personnel allotment to the various schools.
19. To plan and implement, in association with others, the initial orientation of new teachers.
20. To prepare personnel reports required by state and federal agencies.
21. To assist in preparation of the annual budget and to review and monitor monthly budget printouts for all supervised areas.
22. To serve as the Superintendent's designee in hearing grievances as outlined in the grievance procedure.
23. To supervise and coordinate the administrative and supervisory evaluation system.
24. To administer and coordinate the development, review, and revision of the division's job description manual.
25. To establish a schedule for semester observations and annual evaluations and maintain all records.
26. To review all observation reports and evaluations.
27. To coordinate faculty and staff awards and recognition.
28. To serve on the retirement committee.

1. To review literature to determine the best instruments to use for evaluation.

1. To serve as Title IX Coordinator

1. To perform any other appropriate duties as may be assigned by the Superintendent.

TERMS OF EMPLOYMENT:


12-month contract paid on administrative salary scale.


EVALUATION:


Performance on this job will be evaluated in accordance with School Board policy and administrative regulations on evaluation of administrative personnel.
