Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Directorate of Emergency Services to recruit and appoint qualified candidates to positions in the competitive service to recruit and appoint qualified candidates to positions in the competitive service. - Direct and supervise the law enforcement staff directly or indirectly through subordinate supervisors performing various police functions.
- Develop law enforcement programs and operating plans for the installation.
- Establish training programs within the department to ensure initial training, sustainment training, and training on new policy and law is conducted.
- Evaluate staff actions for adherence to organizational policy, established procedures, and regulations.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- Position meets the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted. This position is subject to a pre-employment screening, and random testing thereafter.
- Position requires the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position has been identified by DA as a testing designated position (TDP) IAW AR 600-85 The incumbent is required to sign a DA Form 5019-R.
- Subject to the provisions of the Domestic Violence Offender Gun Ban (the Lautenberg Amendment). This act bans individuals convicted of misdemeanor domestic violence and certain others from possession or access to firearms or ammunition.
- Successfully graduate from the United States Army Civilian Police Academy, unless incumbent has a current approved waiver/exemption or grandfathered from the Office of the Provost Marshal General.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11. While probationary the incumbent can be terminated with limited appeal rights.
- Position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- Must be able to successfully pass training, certification and qualification requirements related to law enforcement work functions including weapons qualifications, first aid/CPR and National Incident Management Systems (NIMS).
- AR 190-56: Pass a pre-employment and recurring medical/psychiatric evaluation, Physical Agility Test (PAT) within 30 days of hire date and annually thereafter. and comply with/maintain the requirements of the Individual Reliability Program (IRP).
- Position has a Temporary Duty (TDY) or business travel requirement occasionally.
- Subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
- Required to report for duty during inclement weather, National Disasters, and other emergency situations as directed by the Commander and may be required to remain on duty after the official shift ends.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- You will be required to provide proof of U.S. Citizenship.
- This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. In making this determination, the agency may consider your performance and conduct; agency needs and interests; whether your continued employment supports organizational or Government goals; and whether it promotes the efficiency of the Federal service. Continued employment requires written certification that it advances the public interest.

- Salary includes applicable locality pay or Local Market Supplement.
