Civil Engineer

Job Summary

This position is located in the District Department of Transportation (DDOT), Infrastructure Project Management Administration (IPMA), Citywide Engineering and Special Projects Division, Anacostia Waterfront Initiative Branch. Reporting to the Deputy Chief Engineer, Citywide Engineering & Special Projects Division, the Civil Engineer responsible for delivering a portfolio of engineering, standards, procurement, environmental, legal, financial, right of way, utilities, and construction activities.

The Civil Engineer shall have a background in delivering complex or high-profile capital infrastructure projects through various phases of planning, feasibility, environmental, design, legal, right of way, utilities, and construction to ensure they follow local and federal laws and standards which may involve coordination with other District agencies, the Executive Office of the Mayor, Council offices and Advisory Neighborhood Commissions, and federal agencies. They will have a strong financial foundation to enable them to follow the necessary budgetary and procurement processes to deliver projects and be responsible for using agency databases and analysis tools and modules to track and report progress efficiently and effectively.

Duties and Responsibilities

Develops and implements plans and conduct advanced engineering work that frequently involves the development of new procedures and approaches in areas with few to no precedents. Conducts research and develops processes and new procedures and disseminates information concerning agency functions to resolve difficult problems and implement new technologies and procedures. Operates with wide latitude for the development, modification, and approval of plans, projects, goals, and objectives in the course of assignments. Researches the feasibility and value of diverse theories, information, research, and developments as they relate to the work of the agency, provides guidance to leadership regarding options, and initiates actions as approved.

Serves as an authoritative source and expert consultant to top-level agency management and, as appropriate, other agencies on complex, controversial, and/or sensitive technical problems, the latest trends in civil engineering, and related areas. Advises management in the decision-making process concerning unprecedented, highly complex, advanced, and critical civil and related engineering matters. Participates with management in the development of scope, goal setting, budget processes, and multi-year, long- and shorter work plans for diverse and complex projects. Prepares responses to inquiries for engineering information from the Agency Director, Deputy Mayor, Mayor, District of Columbia City Council, and others regarding agency actions or positions.

Qualifications and Education

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Specialized Experience: Specialized experience is the experience that is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression. Experience managing or creating business processes including creation of IT systems to manage workflows. Knowledge of technical writing, drafting special provisions, and expert communication skills. Experience with CAD including Microstation, working knowledge of ArcGIS. Knowledge of the physical sciences and mathematics underlying engineering and related specializations.

Preferred Experience : Four years' experience civil engineering theories, principles, practices, and techniques, as well as pertinent laws, regulations, standards related to assigned projects for the oversight and management of programs, policies, and business practices used in initiating, designing, and construction management of engineering projects. Knowledge of the design and construction engineering processes. Knowledge of material engineering, professional engineering standards, practices, policies, and guidelines to provide advice regarding options to higher level engineers and managers, and assist in major decisions regarding changes, progress, and necessary negotiations.

Excellent oral and written communication are required to concisely express artistic ideas and plans, to develop and present project briefings to agency executives, team members, as well as community groups, Advisory Neighborhood Commissions, Civic Associations, utility companies and other stakeholders.

Licenses and Certifications

A Professional Engineer (PE) licensure is required and must be maintained. All applicants with a PE license in a jurisdiction other than the District of Columbia will have 12 months to obtain a PE license within the District of Columbia or will be terminated.

A valid driver's license is required and must be maintained.

The work involves regular and recurring exposure to moderate risks and discomforts and requires that the incumbent stay continually alert and take special safety precautions.

Collective Bargaining Unit (Union): This position is in the collective bargaining unit represented by AFGE Local 2978 and you may be required to pay an agency service fee (dues) through direct payroll deduction.

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability, and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.

Emergency Designation: This position has been designated as an emergency employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Employees are required to work rotating shifts, to include evenings, nights, weekends and holidays. Employees are considered emergency personnel and are subject to call-in 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached.
