Program Manager

Under general supervision of a more senior project manager (e.g., PM III, PM IV, PMO Lead), the Project Manager II oversees multiple projects or one larger project. The Project Manager II implement(s) JBS project management best practices in one or more JBS projects and plays a central role in connecting projects to the tools and resources they need to function smoothly. The Project Manager II uses a high level of attention to detail and organization in managing all aspects of a JBS project relative to scope, budget, timeline, and quality. The PM II takes an active role in continually developing/refining procedures in concert with the Project Management Office (PMO) to increase efficiencies while maximizing responsiveness to client needs. ESSENTIAL JOB FUNCTIONS Coordinate meetings, workgroups, and collaborative activities with Tribal and federal partners to support project implementation, monitor progress, and achieve project deliverables. Coordinate webinars, training events, communities of practice, and technical assistance activities, including scheduling, logistics, participant communications, materials, and follow-up documentation. Monitor project timelines, deliverables, and action items, and coordinate with project team members and partners to support timely completion of project activities. Organize project documentation, meeting records, and resource materials to ensure accurate tracking of project activities and outcomes. Support communication and coordination among Tribal partners, project staff, and federal partners to facilitate information sharing and project implementation. Assist with planning, coordinating, and tracking technical assistance requests, ensuring activities align with project goals and partner needs. Prepare meeting agendas, summaries, reports, and other project materials to support effective communication and documentation throughout the project. Manage the day-to-day functions of assigned project(s) following established guidelines required by the client and JBS policies, procedures, and best practices Develop project workplan and schedule including prioritization of assigned tasks in coordination with the Project/PMO Director Ensure project deliverables meet client and JBS quality standards through development and implementation of internal review processes Establish, track, and maintain project commitments with external partners (i.e., consultants, vendors, subcontractors, temp staff) by developing agreements and scopes of work Manage project budget by reviewing and tracking consultant vouchers, subcontractor invoices and other project expenditures. Track monthly project spending information and develop budget forecast of budget expense reports inclusive of burn rates and cost-to-complete estimates Develop and manage any project performance tracking and dashboard systems Ensure the implementation of standardized JBS project management best practices; when needed, develop project-related guidance documents including standard operating procedures (SOPs) in consultation with the project director/PMO Identify and connect project team members to the tools and templates that support project goals and objectives Anticipate project risks, elevate information to project leadership, problem-solve implementation issues, and where appropriate, circulate lessons learned to project team members and/or the PMO Research, develop, and deploy appropriate technological solutions to increase project effectiveness and efficiency Play a key role in project resource management including the recruitment, hiring, and onboarding of new project staff Maintain organized documentation of project deliverables, background information, project progress detail, and available resources Assist in the preparation of monthly and semiannual reports to meet contract requirements and/or JBS corporate requirements Act as a reliable point of contact for client staff ensuring requests and inquiries are addressed quickly, thoroughly, and professionally Provide strengths-based supervision to project coordination staff (where applicable) ensuring task alignment that matches both staff skill and professional development goals as well as fully covers the required activities for which they are responsible Support JBS business and proposal development efforts as directed by supervisor MINIMUM JOB QUALIFICATIONS Education Bachelor's degree in social services, public health, business administration, or other related field Project Management Professional (PMP) certification Experience A minimum of 5 years of project management experience working in a human services or public health related field or working on a similar project (e.g., in scope, budget, etc.) Experience coordinating virtual and in-person engagement activities with Tribal Nations, Tribal organizations, Native communities, and project partners. Knowledge of Tribal sovereignty and culturally responsive engagement practices Technical Knowledge Intermediate understanding of project management best practices and methodologies Competencies Demonstrates strong attention to detail; well organized; can determine priority of assigned tasks with minimal guidance and can manage time to ensure tasks are completed on time and at the expected level of quality Works well with others in a positive, courteous, and professional manner; functions well as a member of a team and can also work independently and without extensive supervision Can handle multiple tasks at various stages and has the flexibility needed to adjust to last-minute requests for information and changing priorities or procedures Takes initiative; asks questions when appropriate to do so Takes a proactive approach to problem solving Articulate and clear in oral and written communication Anticipates potential project risks and implements plans to avoid them Strong leadership skills with ability to mentor junior Project Managers Language English fluency (oral and written) Software Proficiency Microsoft SharePoint Survey Management Platforms (e.g., Survey Monkey, Select Survey, Google Forms) Webinar Management Platforms (e.g., Microsoft Teams, Zoom, WebEx, Adobe Connect) Project Management Platforms (e.g., Smartsheet, Monday.com), Listserv Platforms (e.g., MailChimp) Location Remote with the consideration that if a candidate lives within a 50-mile radius of our North Bethesda or San Mateo office, employment will be considered hybrid. Physical Requirements Extended Computer Use: Ability to sit for extended periods and operate a computer keyboard and mouse Vision: Must be able to see and read computer screens and printed materials Dexterity: Capable of using hands and fingers to operate equipment and perform tasks requiring precision Communication: Able to effectively communicate verbally and in writing with team members and collaborators Mobility: Frequently required to stand, walk, reach, and bend to access office equipment and attend meetings Lifting: Ability to lift and carry up to 25 pounds for short distances Sensory Abilities: Must be able to perceive and interact with the environment using hearing and speaking skills Work Environment: Primarily works in a typical office environment, with exposure to computer screens and moderate noise levels PREFERRED JOB QUALIFICATIONS Education Master's degree Agile project management certifications (e.g., Certified ScrumMaster (CSM), PMI Agile Certified Practitioner (PMI-ACP)) Experience Experience supporting federally funded child welfare, human services, public health, or technical assistance initiatives Experience coordinating subject matter experts, consultants, and subcontractors across geographically dispersed teams Experience managing project budgets totaling $2,000,000 or more Proven ability in constructing and carrying out effective work plans, developing lowcode/no-code project management solutions, working between technical and nontechnical teams and/or supervising teams of up to five staff members Knowledge Knowledge of Tribal sovereignty, Tribal child welfare systems, and culturally responsive engagement practices Knowledge of federal cooperative agreements, grants management, and Administration for Children and Families (ACF) program operations Applied project management knowledge in the areas of government contracting, grants and cooperative agreement management, quality management, data analysis, and/or SDLC processes OTHER DUTIES AS ASSIGNED This position description should not be construed to imply that these requirements are the exclusive standards of the position, nor will it be the sole basis for any subsequent employee evaluations.
