To inspect and ensure quality control and compliance of construction projects by monitoring and documenting construction activities, verifying adherence to contract specifications, coordinating testing and inspections, and assisting in resolving construction-related issues. Responsible for maintaining accurate construction project records, ensuring compliance with safety and regulatory standards, and collaborate with stakeholders to support the successful completion of assigned projects. Four (4) years of related experience in the inspection of complex commercial or institutional construction projects. Directly related experience may be substituted for education on a one-to-one basis. Preferred Experience
Experience in construction inspection obtained within a higher education, healthcare, or commercial setting. Equipment
Use of standard office equipment. Proficiency with office software (e.g., Microsoft Office Suite), construction inspection tools (e.g., laser distance measurers, power tools, safety equipment), and mobile devices for documentation and real-time project updates. Working Conditions
Needs to be able to perform all required duties successfully. Office/industrial/construction environment conditions; some travel, evening, night and weekend work is required. Exposure to all weather conditions, especially to extreme temperatures. Possible exposure to chemicals and chemical fumes. Exposure to electrical and mechanical hazards. May occasionally require working at heights, in confined spaces, around rotating machinery, energized systems, bio-hazards or chemicals. Subject to standing, walking, sitting, bending, reaching, pushing, and pulling. Exerting up to 20 pounds of force frequently, and/or a negligible amount of force constantly to move objects. To inspect and ensure quality control and compliance of construction projects by monitoring and documenting construction activities, verifying adherence to contract specifications, coordinating testing and inspections, and assisting in resolving construction-related issues. Responsible for maintaining accurate construction project records, ensuring compliance with safety and regulatory standards, and collaborate with stakeholders to support the successful completion of assigned projects. Description of Duties
- Conducts daily observations of construction work to ensure compliance and quality work is being performed based on approved contract drawings, specifications, Requests for Information (RFIs), change orders, and approved submittals and shop drawings.
- Prepares and issues detailed observation reports identifying conditions of non-compliance, referencing relevant schematics and specifications project manager in charge.
- Provide expert guidance on building code interpretations and construction standards to project teams, contractors, and university stakeholders to ensure regulatory compliance and project success.
- Collaborate with contractors, architects, engineers, and regulatory agencies to resolve construction deficiencies and ensure adherence to approved plans, specifications, and safety requirements.
- Responsible for monitoring and documenting construction activities, verifying adherence to contract specifications, coordinates testing and inspections, and assists in resolving construction-related issues with contractors and management.
- Oversees the commissioning process, including equipment testing, functional performance tests, and the integration of interrelated building systems. Tracks and ensures resolution of deficiency logs.
- Design and implement inspection protocols, quality assurance standards, and evaluation processes to enhance identification of compliance issues and improve departmental effectiveness.
- Interpret and apply extensive knowledge of building codes, industry standards, and university policies to advise on construction planning and facilities management objectives.
- Attends pre-construction meetings and conducts regular on-site visits and meetings. Facilitates pre-installation meetings between contractors and subcontractors before starting work on key systems such as roofing, glazing, precast panels, curtain walls, waterproofing, foundations, and structural framing.
- Monitors project closeout procedures, including review of Operations & Maintenance manuals, as-builts, punch lists, and warranty walk-throughs. Generates punch lists for inspections, including above-ceiling and open-wall checks, and verifies the resolution of deficiencies.
- Organizes and maintains on-site project documentation, including inspection and test reports, RFIs, Architect's Supplemental Instructions (ASIs), and project change control documents.
- Coordinates compliance with building and safety codes.
- Attends to early morning, evening, or after-hours installations (e.g., concrete pours) as required. Maintains a flexible schedule to accommodate construction observations.
- Reviews and confirms or modifies contractor payment applications, surveying construction progress to verify percent completion by trade.
- Assists in resolving construction issues involving architectural, civil, structural, plumbing, electrical, and mechanical systems.
- Drafts field directives and field orders for approval to expedite work and document contractor instructions. Verifies pricing using cost-estimating tools.
- Coordinates with campus facilities and operations and other teams as needed regarding utility outages, noise control, traffic control, and security requirements. Participates in pre-outage planning meetings.
- Monitors and documents job site safety, ensuring adherence to Storm Water Pollution Protection Plan (SWPPP) Best Management Practices and compliance with posted notifications. Follows up on contractor corrections for noted non-compliance and takes necessary action. Maintains SWPPP and safety inspection records.
- Stays up-to-date on codes and regulations relevant to design and construction, including International Building Codes, NFPA 101, TDLR, OSHA, ADA, ASHRAE 90.1, SWPPP, and any special requirements for specific building types (e.g., healthcare, research labs, or other campus projects).
- Maintains proficiency and knowledge of current and new regulations within areas of responsibility.

- Occupational Safety Health Administration (OSHA) 30-hour certification or ability to obtain within six (6) months of hire.
- As a condition of employment this position requires the applicant to be authorized to operate a University-Owned Vehicle for Official University Business. Per University of Texas System Policy 157, applicants will be subject to a motor vehicle record check for their most recent thirty-six (36) month history. Out of State Drivers are required to submit a 36-month history MVR from their prior State of residence(s).
