The Technical Expert II (TE II) is a child welfare subject matter expert working collaboratively with TEs and project leadership and is responsible for ensuring the design and delivery of training and technical assistance (T/TA) and deliverables for/with JBS projects and initiatives. The TE II provides coaching and guidance for and with staff and consultants/collaborators in supporting and implementing effective, high-quality T/TA and communicate with the JBS client(s) per established project guidelines. The TE II may also be called upon to supervise project-affiliated JBS staff.
Fundamental Requirements: The Technical Expert II (TE II) is a Child Welfare subject matter expert working collaboratively with other TEs and project leadership, responsible for ensuring the design and delivery of technical assistance (TA) and deliverables. As a technical specialist, - subject matter expert, and team leader, the TE III, in addition to design and delivering TA, may hold responsibility for supervision, coaching, and guiding staff and team members in the support and implementation of effective, high- quality TA and communication with the JBS client per established project guidelines.
Fundamental Requirements: This TE II Center Preparation & Special Initiatives Lead (CP & SI Lead) is focused on four primary areas: 1) playing a lead role in coordinating project special initiatives and priority area activities, 2) coordinating a consultant pool of project and general subject matter experts, 3) guiding planning and implementation of staff and consultant preparation, and 4) facilitating key meetings and forums through a human centered design approach. The TE II must have extensive professional experience in child welfare. They must also possess a passionate commitment to using data and analytics to generate innovative, consumer-centric design, decision-making, peer and family engagement, and delivery of effective and efficient technical assistance. The TE II, must demonstrate an understanding of and commitment to the project's model of technical assistance as a data-driven and continuous improvement process that supports tailoring services to jurisdictions, ensuring projects are impactful, and adaptive as needed to achieve successful outcomes.
In this role, the Technical Expert II is expected to:
Play a lead role in coordinating child welfare special initiatives and priority areas engaging with teams of technical and subject matter experts to plan and deliver products, resources, tools, technical assistance and peer services. This includes developing subject matter expertise as needed and interacting with child welfare and other human services leaders and staff at all jurisdictional levels; local, county, state, regional and federal.
Coordinate cross-center efforts to prepare and support staff, consultants and teams delivering data-driven, human-centered, high quality, and effective technical assistance to include developing and adapting key tools for delivering and continuously improving services
Guide and oversee recruitment, coordination, and support of a consultant pool of subject matter experts including development and maintenance of management plan and facilitation of cross center team responsible for leveraging consultant expertise and knowledge to support service delivery to include supporting budget/fiscal resources tracking.
Play a lead role in building and maintaining a positive and effective team culture aimed at high-performance of a team comprised of staff matrixed from across multiple organizations. Including facilitation of center-wide forums, teams, and special initiatives related meetings through a human-centered design approach
Supervise staff and provide professional development to assigned staff
Support the team’s delivery of technical assistance by maintaining a deep knowledge about the work of the team, the progress of technical assistance projects, and participate in breaking down barriers to success
Act as a leader within the NCWCIA team, raising opportunities for innovation or improvement in collective work
ESSENTIAL JOB FUNCTIONS:
Develop and maintain professional expertise in required special initiative and priority content areas, ensuring that subject area knowledge remains current; identify trends, emerging issues, policies, and evidence-based practices (EBPs) and share them with program area staff, other TEs, senior management, our clients, and other JBS staff as appropriate.
Maintain communication with assigned project/client contacts, responding to requests; participating in meetings; providing up-to-date information about trends, issues, policies, and EBPs; offering recommendations regarding effective T/TA approaches for grantees, topics for project meetings and/or workshops, and skilled consultants and presenters.
Ensure T/TA activities carried out meet all contractual obligations and requirements of the client/contract.
Manage, guide, and monitor the design and delivery of all TA; ensure all T/TA-related activities are documented (whether in the designated TA tracking system or another method) in a timely fashion.
Work with other TEs, the project's senior management team, and JBS clients to identify trends in T/TA needs, analyze which types of T/TA work and why, identify emerging issues, and design long-term strategies for taking grantees to higher levels of performance/outcomes.
Identify issues and successes to ensure the transfer of lessons learned and increased efficiency in the delivery of T/TA.
Collaborate with other TEs to support the exchange of information across all grantees served by the various projects.
Lead, guide and/or contribute to the preparation and finalization of written deliverables, including site visit reports, meeting reports, technical documents, and other products (e.g., PowerPoint presentations) as requested by clients.
Guide and may manage assigned T/TA staff in carrying out the support and logistical activities required for delivering all types of T/TA and may supervise staff.
Collaborate with service leads, managers, and scopes of works for consultants
May contribute to proposal preparation and business development activities.
Minimum Job Qualifications:
Education:
- Master’s degree in relevant field
Experience:
- At least 15 years of relevant work experience.
Demonstrated applied expertise in child welfare and related child, family and human services topic areas.
- Demonstrated expert-level subject matter expertise in public child welfare, the full continuum of child welfare practices, and topics related to prevention, safety, permanency, and child and family well-being.
Language:
- English Fluency (oral and written)
Skills:
- Interacts well with others in a positive, courteous, and professional manner; functions well as a member of a team and is also able to work independently and without extensive supervision and follows chain of command to address personnel or management concerns.
Effective, clear, and professional writing and oral communication skills.
Attention to detail.
Knowledge:
- Content Knowledge of current and emerging issues for assigned grant program areas.
- Strengths-based approach to delivering T/TA and to working with others.
Software Proficiency:
Microsoft Office (Excel, Outlook, PowerPoint)
Location:
Remote eligible. If a candidate lives within a 50-mile radius of our North Bethesda or San Mateo offices, employment will be considered hybrid.
Security Clearance:
Ability to obtain and maintain a U.S. Government Public Trust is required as a condition of employment.
Physical Requirements:
Ability to sit for prolonged periods at a desk or computer workstation.
Regularly uses a computer, keyboard, and mouse.
Normal or corrected vision to read documents, view computer screens, and perform tasks that require visual accuracy.
Ability to hear and understand spoken information in person and over the phone.
Minimal lifting and carrying may be required, typically light office supplies or documents.
Ability to move within the office environment to access equipment, files, and interact with colleagues.
Ability to handle occasional stress related to deadlines, workloads, or challenging tasks.
