Experience: Transportation Engineer II: 5 years engineering, transportation engineering, or related engineering experience Transportation Engineer II Performs complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor. Transportation Engineer III Performs advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence. Essential Duties Transportation Engineer II Reviews contracts, specifications, plans, and utility billing documents associated with right of way coordination. Monitors contractors' compliance with plans and specifications. Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements. Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support. Transportation Engineer II The essential duties for this job include those listed above and the following: Performs advanced and complex planning work such as plan review, calculations and transportation planning studies Recommends practices and procedures for Critical Path Method scheduling, budgeting, resourcing and baseline management. Utilizes project management principles in initiating, planning, executing, monitoring, controlling and closing for complex transportation projects. Assists in developing and/or monitoring budgets Coordinates and/or monitors assigned projects/programs/plans. Coordinates phases of preliminary design and revisions in PS&E with districts, divisions, Administration, the FHWA, contractors, fabricators, Corps of Engineers and local entities. Coordinates with utility companies, attorneys and governmental representatives to accurately depict the highway project's impact on adjacent properties. Develops and/or reviews engineering related documents, correspondence, reports and remediation plans. Negotiates fees, explains scope of work and monitors consultant design contracts Performs other job responsibilities as assigned. Minimum Qualifications Education Transportation Engineer I and II: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS. Experience Transportation Engineer II: 5 years engineering, transportation engineering, or related engineering experience Transportation Engineer III: 6 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications Licenses and Certifications Valid driver’s license. This position requires driving a state vehicle. Licensed Prof Engineer* Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment. Preferred Qualifications Transportation Engineer II Familiar with Micro-station, TxDOT standard. Strong skills in contract management, including tracking , reviewing and processing agreement and work authorization. Proficiency in reviewing design submittals at 30%, 60%, 95%, and 100% completion stages, providing technical feedback and ensuring quality. Transportation Engineer III Advanced project management expertise, including oversight of multiple complex projects and coordination with internal teams, consultants, and external agencies. Strong contract administration skills, with the ability to manage, review, and approve agreements, amendments, and work authorizations independently. Proficiency in reviewing and providing technical guidance on design submittals at 30%, 60%, 95%, and 100% completion stages, ensuring compliance with standards and project objectives. Competencies Transportation Engineer II Considerable knowledge of: Hydrologic and hydraulic engineering principles, practices and methods and the application of engineering theory Hydrologic, hydraulic and geotechnical design activities and principles Contract development and oversight Budgeting methods and procedures Government funding programs, methods and procedures Proficient skill in: Speaking to present images and ideas in a clear, concise, organized, and interesting manner to optimize audience understanding and keep the group focused Other: Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals Transportation Engineer III The required competencies for this job include those listed above and the following: Considerable knowledge of Industry guidelines, specifications and codes in the production and use of technical plans for the development and delivery of products and services Project changes (scope, budget, schedule, resource management) using a critical path method enterprise information system management tool Critical Path Method for managing projects Cost estimating and cost controls Proficient skill in Public relations for maintaining effective working relationships with individuals and groups, both internal and external Planning, coordinating and handling multiple projects within area of responsibility to meet short and long-term deadlines Monitoring the status and progress of projects Physical Requirements and Working Conditions Required to wear protective gear - respirator, hard hat, or other devices Light work: Lift up to 20 lbs. at a time and frequently lift or carry objects up to 10 lbs. Sedentary work: Lift up to 10 lbs. at a time and occasionally carry files/small tools Walking - moving on foot to accomplish tasks: long distance/from one work site to another Talking - expressing or exchanging ideas by spoken words Close Visual Acuity - work includes data/figures; view a computer screen; extensive reading Conditions of Employment This job has been identified as physically demanding and will require a pre-employment physical. Must pass a drug test prior to employment for safety impact positions. This is a Safety Impact position and will be subject to random drug testing. Position Information This position involves performing engineering work across one or more functional areas, including planning, project development and design, and project management for both state-let and local-let projects. Responsibilities include ensuring compliance with applicable federal and state laws, policies, procedures, standards, and guidelines. The role also encompasses project management for PS&E, cost estimation, and scheduling. Work requires regular interaction with private entities and government officials. The Transportation Engineer must be proficient in project management processes, including contract and work authorization processing.
