Mechanic A
Perform skilled labor to overhaul and maintain District's vehicle fleet and other motorized equipment. Provides highly skilled labor to repair and maintain gasoline, compressed natural gas, hydrogen fuel cell, battery electric vehicles, buses, paratransit vehicles and other motorized equipment in compliance with established procedures and maintenance standards to ensure the safety and reliability of the District's fleet vehicles. Perform a variety of complete mechanical repair, maintenance, and equipment installation tasks requiring Mechanic A to exercise good judgement and perform duties consistent with established policies, procedures and guidelines, and maintain professionalism while working with those contacted in the course and scope of work. CLASS CHARACTERISTICS: The classification of Mechanic A is an advanced journey-level classification assigned to perform complex mechanical repairs on motorized equipment; troubleshoot and repair various systems and subsystems on motorized equipment such as: wheelchair lifts, engines, transmissions, cooling systems, brake systems, electrical and lighting, charging systems, etc. SUPERVISION RECEIVED AND EXERCISED: Moderate level of supervision required. This classification reports to the Maintenance Manager-Fleet and Vehicle Maintenance Supervisor(s). May occasionally supervise trainees during assigned periods of "hands on" training. - Ethical Public Service: Embody and uphold ethical work standards, adherence to workplace policies and regulatory compliance requirements.
Examples of Duties
Perform complex electrical troubleshooting and repairs on motorized equipment including both minor and major vehicle systems and components such as: engine overhauls, transmission overhaul, minor component repairs on alternators, hydraulic pumps, motors and cylinders, water pumps and air compressors. Tune engines for performance and economy through use of both electronic diagnostic equipment and mechanical adjustments (per OEM Shop and procedure manuals) to fuel control systems in accordance with both OEM and regulatory requirements. Troubleshoot and repair vehicle air conditioning systems using various diagnostic and refrigerant handling equipment in accordance with all OEM and regulatory requirements. Exchange major components on motorized equipment, i.e., engines, transmissions and differentials. Overhaul and install brakes, brake system components and related accessories. Maintain other motorized equipment including relief vehicles, vans, pick-ups and paratransit. Start-up buses daily to ensure good running condition prior to vehicles use in service. Perform complex electrical troubleshooting and repairs on motorized equipment. Overhaul of engines, transmissions and differentials. Maintenance and overhaul of gasoline and alternate fuel (CNG) motorized equipment. Tune spark ignition motorized equipment using both electronic diagnostic equipment and mechanical adjustment (per OEM shop and procedure manuals) to ensure performance, economy and compliance with regulatory requirements. Perform PM inspections in accordance with all company and regulatory requirements. Includes lubrication, fluid and filter changes, visual inspection of components and mechanical adjustments as needed to ensure proper vehicle operation. Possess knowledge of the EMS Environmental Policy and the significant aspects, and performs assigned tasks in accordance with the environmental regulations, permit regulations and other policies of the EMS that have been communicated to them Conformance and compliance with the Agency Safety Plan (ASP) regarding maintenance operations requirements, including compliance with CalOSHA, and other regulatory requirements related to assigned duties and responsibilities. Report unsafe conditions to management and collaborate with colleagues to develop timely and effective solutions for workplace safety compliance. Fuel buses and vehicles Correctly complete various documents related to equipment repairs, parts requisitions and other pertinent maintenance forms and records. Communicate effectively with drivers, dispatchers and other personnel to promote safe and efficient handling of service calls, vehicle breakdowns and bus exchanges as needed to support operations. Handle radio communications and coordinate road calls. Keep shop and work areas clean. Pick up parts and materials from vendors. Inspect shop equipment and report all unsafe equipment to a supervisor. Maintain shop equipment (i.e. floor jacks, hoists, grinders, etc.). Report to work based upon assigned shifts which may include early morning, overnights, weekends, holidays. Perform other related duties as assigned.
Typical Qualifications
EDUCATION, TRAINING, AND/OR EXPERIENCE: Any combination of education equivalent to graduation from the twelfth (12 th ) grade (HS Diploma or GED), AND four (4) years of increasingly responsible experience in servicing gas/diesel/CNG buses, transportation fleet maintenance and a variety of gasoline-powered vehicles and equipment. Experience in the repair and maintenance of all-electric, hybrid, and/or Hydrogen vehicles and equipment highly desirable. LICENSES AND/OR CERTIFICATES:
- Possess valid Class "C" California driver's license and driving record acceptable to the District.
- Ability to obtain and maintain a Class "A or Class B" commercial driver's license.
- Possess / ability to obtain and maintain a certificate to operate a forklift.
- Possess / ability to obtain and maintain a CNG Tank Inspection Certificate.
- Possess / ability to obtain and maintain a T.I.A Commercial Tire Certification.
- Possess an Air Brake Certificate.
- Possess and maintain ASE Master Transit Bus Technician Certificate.
- Possess and maintain a valid Type II or higher Refrigeration Technician's Certificate in accordance with current EPA regulations.
REQUISITE KNOWLEDGE, ABILITIES, AND SKILL LEVELS:
- Knowledge of methods, materials, tools, and equipment used in the maintenance, adjustment and repair of automotive equipment;
- Knowledge of principles and methods used in a program of preventive maintenance for fleet equipment;
- Knowledge of safe driving practices;
- Knowledge of internal combustion engines;
- Proper use of shop equipment and tools to make necessary repairs;
- Methods, tools, equipment, and materials used in the repair and maintenance of motorized equipment
- Requisite reading, mathematical and written language skills in order to perform the essential functions of the job;
- Ability to inspect, locate and diagnose complex and electrical mechanical defects;
- Ability to estimate the cost of repairs;
- Ability to order supplies and equipment;
- Ability to use tools and equipment necessary in the repair and maintenance of fleet equipment;
- Ability to perform preventive maintenance;
- Ability to keep records;
- Ability to operate a bus;
- Ability to exercise good judgement and extreme caution;
- Ability to work cooperatively with others;
- Ability to diagnose mechanical troubles and determine appropriate maintenance work.
- Use various hand and air powered tools to remove or tighten bolts, screws, fasteners, clamps, hoses and pipes.
- Use electrical test meters and test equipment to test electrical systems.
- Use a refrigerant recycler to recycle refrigerant.
- Use hoists, jacks and engine hoists to lift buses.
- Operate buses to move defective equipment.
- Operate fleet trucks to assist in maintenance of District vehicles.
- Use various oils to lubricate equipment.
- Operate an air impact gun for tire exchanges.
- Use a drill press to drill holes.
- Use a lathe to shape metal.
- Use steam cleaners and solvent tabs to clean parts.
- Use grinders and buffers to shape metal.
- Use a welder to cut and shape metal.
- Operate a tow truck to tow disabled vehicles into the shop.
- Use a floor jack to lift vehicles.
- Assist drivers with problems related to vehicles.
- Assist with Mechanic Trainee training.
ESSENTIAL PHYSICAL TASKS & ENVIRONMENTAL CONDITIONS Exposure to extreme heat, 100+, for up to 10 hours duration when performing repair work in summer weather. (District requires that employees wear appropriate light clothing and drink liquids to prevent dehydration). (O)Exposure to extreme temperature swings, 70-110, for up to 5 hours duration, when leaving air-conditioned office to work outside in summer heat. (District advises that employees drink liquids to prevent dehydration). (O)Exposure to extreme noise, up to 90 decibels, when using cleaning equipment, blowers and etc. (District requires that employees wear protective ear devices. (O) (District requires that employees use all required Personal Protective Equipment (PPE) while performing job duties.(F) (F) = Frequent (O) = Occasional (S) = Seldom Risk of explosions when fueling equipment.
