This position is being recruited in support of a current proposal opportunity and is contingent upon Quivera Enterprises being awarded the contract.

Wichita Tribal Enterprises (WTE), a Quivera Enterprises subsidiary, is seeking an experienced Quality Management Support Project Manager – Intermediate to support Indian Affairs (IA) and Office of Information Technology (OIT) programs, projects, and operational initiatives.

The Quality Management Support Project Manager provides specialized expertise in Quality Management, Quality Assurance, and Testing while managing assigned IT projects throughout the project lifecycle. This position serves as an intermediate-level Project Manager and coordinates Government, business, technical, security, vendor, and contractor stakeholders to manage scope, schedule, cost, quality, risk, testing, documentation, compliance, and delivery performance.

The position is responsible for establishing and supporting quality-management processes, developing and coordinating test plans and test activities, supporting system and User Acceptance Testing (UAT), tracking defects and quality issues, and helping ensure solutions satisfy documented requirements and are ready for successful deployment.

In addition to Quality Management expertise, the successful candidate must bring substantive experience in at least one complementary IT delivery discipline: Change & Configuration Management, IT Asset Management, or Business Analysis & Requirements Management .

Working with the Contracting Officer’s Representative (COR), Federal Task Lead, project teams, vendors, and other stakeholders, the Project Manager manages resources, risks, dependencies, quality, and customer relationships and supports successful delivery in accordance with task order requirements, federal standards, and Department of the Interior (DOI) and Indian Affairs (IA) policies and procedures.

DUTIES AND RESPONSIBILITIES

Quality Management & Testing

• Develop, implement, maintain, and continuously improve quality-management and quality-assurance processes, procedures, standards, templates, and supporting documentation.
• Develop and coordinate comprehensive test plans aligned with approved business, functional, technical, security, and system requirements.
• Develop and maintain test scenarios, test cases, test scripts, test data, acceptance criteria, test schedules, and associated documentation.
• Coordinate and support system testing, functional testing, integration testing, regression testing, and User Acceptance Testing (UAT), as applicable.
• Ensure testing activities provide appropriate traceability between approved requirements, acceptance criteria, test cases, defects, and final results.
• Coordinate test readiness activities and ensure required environments, test data, resources, documentation, and stakeholder participation are available.
• Facilitate UAT planning and execution with Government stakeholders, business users, technical teams, vendors, and other participants.
• Document and track test results, defects, issues, findings, corrective actions, and retesting activities through resolution.
• Coordinate defect triage and assist stakeholders with evaluating severity, priority, impact, ownership, and resolution requirements.
• Monitor quality and testing activities to identify trends, recurring issues, risks, process gaps, and opportunities for improvement.
• Develop and maintain quality metrics, test metrics, dashboards, status reports, and other performance-management artifacts.
• Support quality reviews of project deliverables, processes, documentation, and implementation-readiness activities.
• Evaluate project products and deliverables for completeness, consistency, accuracy, traceability, and compliance with applicable requirements.
• Coordinate corrective and preventive actions resulting from quality reviews, testing, audits, defects, or identified process deficiencies.
• Support continuous process improvement initiatives designed to increase quality, reduce defects, improve testing effectiveness, and strengthen delivery outcomes.
• Coordinate with Change and Configuration Management teams to ensure tested and approved changes are appropriately controlled and documented prior to release or deployment.
• Coordinate with Business Analysts to ensure requirements and acceptance criteria are clear, measurable, traceable, and testable.
• Support release and deployment readiness by validating testing completion, outstanding defects, quality risks, approvals, and required documentation.

Project Management

• Manage assigned IT projects throughout the project lifecycle, including initiation, planning, execution, monitoring and control, deployment, transition, and closeout.
• Apply Project Management Institute (PMI) principles, Project Management Body of Knowledge (PMBOK) practices, Agile methodologies, Waterfall methodologies, and hybrid approaches appropriate to project requirements.
• Lead and facilitate Program Increment (PI) Planning activities and associated planning, coordination, and follow-up.
• Develop and maintain project plans, schedules, roadmaps, guides, templates, forms, governance artifacts, decision records, status reports, and other required project documentation.
• Coordinate information collection, review, approval, version control, and maintenance of project records.
• Facilitate Agile ceremonies and maintain project and sprint backlogs in alignment with organizational priorities.
• Coordinate personnel, vendors, technical teams, Government stakeholders, and other resources required to achieve project objectives.
• Establish and track project milestones, dependencies, deliverables, action items, testing activities, and performance requirements.
• Monitor project expenditures, compare actual costs against approved budgets, develop projections, and analyze cost, schedule, quality, and performance requirements.
• Identify, assess, document, track, mitigate, and resolve risks, issues, dependencies, defects, and impediments.
• Develop mitigation and contingency plans and escalate significant risks, quality concerns, and delivery issues in a timely manner.
• Collaborate with technical teams, vendors, CORs, Federal Task Leads, and other Government stakeholders to support successful project delivery and contract compliance.
• Maintain project plans, status reports, decision records, test plans, governance artifacts, dashboards, and other required project documentation.
• Conduct stakeholder analysis and develop project communications plans to support project objectives, decision-making, organizational readiness, and stakeholder coordination.
• Monitor project performance and recommend corrective actions when scope, schedule, cost, quality, risk, compliance, testing, or delivery requirements are at risk.

Functional & Delivery Integration

• Apply Quality Management and testing expertise within an integrated project-management environment.
• Provide substantive functional support in at least one complementary discipline:
  • Change & Configuration Management
  • IT Asset & Software License Management
  • Business Analysis & Requirements Management
• Integrate quality-management and testing activities with applicable project requirements, schedules, risks, change-control processes, configuration-management activities, releases, and implementation plans.
• Coordinate across Government, business, technical, security, vendor, and contractor teams to manage requirements, testing, delivery, risk, quality, change, documentation, and project outcomes.
• Identify dependencies between requirements, test cases, defects, configuration items, approved changes, releases, and project deliverables.
• Support modernization and service-delivery improvements by applying consistent quality-management, testing, governance, and project-management practices.

REQUIRED EXPERIENCE AND QUALIFICATIONS

• Minimum of five (5) years of project management experience.
• Current Project Management Professional (PMP) certification.
• Demonstrated experience in Quality Assurance, Quality Management, and Test Management within an IT environment.
• Experience developing and maintaining quality-management processes, procedures, standards, and supporting documentation.
• Experience developing test plans, test scenarios, test cases, test scripts, acceptance criteria, and test documentation.
• Demonstrated experience coordinating or supporting system testing and User Acceptance Testing (UAT).
• Experience tracking test results, defects, issues, corrective actions, and retesting activities.
• Strong experience with Agile and Waterfall project management methodologies.
• Hands-on experience leading Program Increment (PI) Planning activities.
• In-depth knowledge of IT project management principles and practices, including those established by PMI and PMBOK.
• Demonstrated hands-on experience in at least one complementary IT delivery discipline: Change & Configuration Management, IT Asset Management, or Business Analysis & Requirements Management .
• Experience developing and maintaining project schedules, boards, backlogs, work items, dashboards, and related project artifacts.
• Knowledge of Federal Enterprise Architecture (FEA), Capital Planning and Investment Control (CPIC), System Development Life Cycle (SDLC), IT security management, and risk management.
• Knowledge of federal IT investment laws, regulations, and processes, including the Federal Information Technology Acquisition Reform Act (FITARA), Clinger-Cohen Act of 1996, E-Government Act of 2002, and Federal Information Security Modernization Act (FISMA).
• Experience reviewing and analyzing cost, schedule, quality, and performance requirements for federal IT investments.
• Knowledge of Office of Management and Budget (OMB) reporting requirements and experience aligning internal reporting with applicable external requirements.
• Experience applying consistent IT portfolio management practices that improve data quality, documentation, governance, and decision-making.
• Experience applying human-centered design methods, including journey mapping, affinity mapping, and storyboarding.
• Excellent written and verbal communication, stakeholder management, facilitation, problem-solving, organizational, and leadership skills.
• Ability to coordinate effectively across Government, business, technical, security, vendor, and contractor teams.
• U.S. Citizenship Required.
• Must have the ability to obtain and maintain the Government security clearance and/or suitability determination required for the position.
• Must meet all applicable federal contract requirements.

PREFERRED QUALIFICATIONS

• Experience supporting the U.S. Department of the Interior (DOI) and/or Indian Affairs (IA).
• Experience managing federal IT projects involving quality assurance, testing, UAT, change control, configuration management, IT assets, software licensing, or requirements management.
• Experience with test management, defect tracking, or requirements-management capabilities within Azure DevOps or comparable Government-authorized tools.
• Experience with IT Service Management (ITSM) ticketing systems, Configuration Management Databases (CMDBs), Microsoft Intune, or similar enterprise tools.
• Experience using Azure DevOps or comparable Government-authorized project management tools.
• Experience spanning multiple complementary areas, including Change & Configuration Management, IT Asset & Software License Management, and Business Analysis & Requirements Management.
• Active Government security clearance.

This position primarily involves work in a professional office or remote work environment.
