MINIMUM REQUIREMENTS:

A high school diploma or its equivalent and five (5) years of information technology experience, two (2) years of which must have been in computer applications design or analysis experience in the business subject area; or

Certification in the specific area of business or information technology can substitute for one (1) year of experience. or

A bachelor’s degree (4 years) from an accredited college or university and four (4) years information technology experience, one (1) year of which must have been in computer applications design or analysis experience in the business subject area; or

A bachelor’s degree (4 years) from an accredited college or university with a major course of study in computer science or management information systems or business administration and three (3) years of information technology experience, one (1) year of which must have been in computer applications design or analysis experience in the business subject area; or

A master’s degree (6 years) from an accredited college or university with major course of study in computer science or management information systems, accounting, business administration (MBA) or business specific field (e.g. insurance) and two (2) years of information technology experience, one (1) of which must have been in computer applications design or analysis experience in the business subject area.

JOB DUTIES:

Functions as the Division of Consumer Services (DCS) Lead Business Analyst and in this capacity will create and maintain a list of functional documents that outline the whole of business conducted in the Division and the five Bureaus contained within. Coordinates with all pertinent Division, Bureau and Subject Matter Experts to get the business defined. Interacts with development staff to teach/explain business needs and translate that into “tech talk” that the developers will understand so that application development can be done. Coordinates with the Project and Portfolio Management Office (PPMO) and Office of Agriculture Technology Services (OATS) when needed to ensure that all DCS applications are developed in accordance with written ISDM protocols and established Software Development Lifecycle standards. Duties include coordination with OATS of IT resource needs and integration with department’s Enterprise policy and procedures where needed. Stays abreast of new technology, software development, and information system use. Develops and implements recommendations for system design and enhancements with input from OATS staff.

Creates and maintains training materials for all applications used in DCS. This will include all aspects of the DOCS and LIMS systems, including any future development done in DCS. Coordinates with pertinent Division, Bureau, Subject Matter Experts, and application development staff as needed to get the business rules and policy and procedures correct for the training materials. Keeps a database of all training materials and will develop a scheduled review process and necessary updates of all said materials.

Responsible for maintaining a list of documented bugs in existing applications and/or changes/enhancement to existing applications. Coordinates with the Division Information Officer (DIO), Division Director, and pertinent Bureau Staff to prioritize the list of bug fixes and/or changes/enhancement to existing applications. Will coordinate with Division Information Officer, Division Director, pertinent Bureau Staff and Subject Matter Experts on any new development or system architecture that will be needed for the future needs of DCS.

Will create and maintain test plans for new development and/or bug fixes. Will create test plans independent of the application developers to test new code that is written. The incumbent will perform beta testing of applications and will coordinate with development staff to fix issues before Division/Bureau Staff perform user acceptance testing.

Creates and maintains an Entity Relationship Diagram (ERD) and Data Dictionary for systems used in DCS. They will also be required to help design any new applications/modules required in the DCS, this will include any architecture, business layer and application font end.

Act as the backup Project Manager (DIO) on projects in the Division of Consumer Services.

Perform other related duties as required.
