Training and Development Specialist

SAN BERNARDINO COUNTY PERFORMANCE EDUCATION & RESOURCE CENTERS (PERC) is recruiting Training and Development Specialists to plan, coordinate, assess and deliver a wide variety of training programs, including college‑accredited courses. Employment Responsibilities Design, develop, and facilitate classroom and virtual training sessions for staff across the county. Conduct needs assessments and develop customized curricula. Use virtual learning platforms such as MS Teams and Adobe Connect. Collaborate with department managers to align training with organizational goals. Evaluate training effectiveness and report findings to senior leadership. Eligibility and Qualifications Option 1: Master’s degree or higher in a related field plus at least 1 year of recent full‑time professional training experience. Option 2: Bachelor’s degree plus at least 2 years of recent full‑time professional training experience. Option 3: 30 semester (45 quarter) units of completed college coursework in a qualifying field and either: 2 years of full‑time professional training experience, or 6 months of full‑time training experience plus 1 year of supervisory experience. Transcripts must be submitted with the application. Conditions of Employment Pre‑Employment Background Check (fingerprinting, medical exam, drug test). Physical requirement: frequent walking and standing for classroom instruction. Travel may be required within the County; mileage is reimbursed at current IRS rates. San Bernardino County does not sponsor visas. Important Notes Informal or periodic on‑the‑job training does not count as qualifying experience. Transcripts from non‑U.S. institutions require an equivalency evaluation from a recognized credentialing service. Associate’s degree or higher in a qualifying field is required if no completion of the above education options. Ideal Candidate Extensive professional experience in curriculum development, in‑person and virtual training delivery, strong project management skills, and experience presenting to managerial or executive staff.
