POSITION SUMMARY
Pelenti is hiring an experienced Bilingual Case Manager who is professionally fluent in both English and Spanish. The Case Manager will serve young adults approximately 17–23 years of age who are experiencing homelessness or housing instability in Washington, DC.
The Bilingual Case Manager will provide intensive, participant-centered services designed to help young adults obtain and maintain housing, access essential resources, increase income, and achieve long-term stability. Services must be delivered effectively in both English and Spanish based on each participant’s needs and preferences.
The successful candidate must be comfortable working independently in the community, managing complex participant needs, maintaining rigorous documentation, and collaborating with a multidisciplinary team.
This is a direct-service position for an experienced case-management professional. It is not primarily an administrative or referral-processing role.
PRIMARY RESPONSIBILITIES
- Maintain an active caseload of at least 12 participants.
- Deliver culturally responsive case-management services in English and Spanish.
- Conduct participant intake, comprehensive assessments, and periodic reassessments in either language.
- Develop individualized service plans with measurable housing, employment, education, health, financial, and independent-living goals.
- Help participants identify, obtain, and maintain safe and stable housing.
- Identify barriers that could threaten housing stability and coordinate timely interventions.
- Explain program requirements, participant rights, available services, and required documentation in clear and accessible English or Spanish.
- Connect participants with healthcare, behavioral-health treatment, public benefits, education, occupational training, employment, transportation, childcare, legal services, and community resources.
- Assist participants with applications, appointments, eligibility documentation, and follow-up activities.
- Conduct regular participant meetings, home visits, and community-based appointments.
- Maintain consistent engagement with participants who may be difficult to reach or reluctant to participate in services.
- Apply trauma-informed, culturally responsive, strengths-based, and developmentally appropriate practices.
- Provide crisis support within the Case Manager’s professional scope and promptly escalate clinical, safety, abuse, neglect, or legal concerns.
- Advocate for participants with landlords, government agencies, healthcare providers, schools, employers, and community organizations.
- Communicate with Spanish-speaking family members, service providers, and community partners when authorized and appropriate.
- Collaborate with the Program Manager, Licensed Graduate Social Worker, Workforce Development Specialist, and other Case Managers.
- Participate in multidisciplinary case conferences and coordinated service planning.
- Maintain accurate and timely case notes, assessments, service plans, referrals, participant records, and outcome documentation.
- Enter required information into HMIS and other designated case-management systems.
- Track participant progress related to housing stability, income, employment, education, benefits, health, and program completion.
- Protect participant confidentiality and maintain appropriate professional boundaries.
- Comply with all program standards, contractual requirements, organizational policies, and applicable laws.
- Participate in supervision, staff meetings, required training, quality-assurance reviews, and program-performance activities.
REQUIRED QUALIFICATIONS
Professional fluency in both English and Spanish is mandatory. Candidates must be able to conduct assessments, explain complex information, coordinate services, advocate for participants, and communicate clearly with participants and service providers in both languages.
Candidates must also satisfy at least one of the following qualification pathways:
- Bachelor’s degree in social work, psychology, sociology, counseling, human services, criminal justice, public health, or a closely related field, plus at least one year of professional case-management experience;
- At least six years of relevant professional experience in social services or human services;
- A relevant professional certification or license; or
- DHS-recognized Peer Case Management Certification.
Candidates must also demonstrate:
- Experience conducting participant assessments and developing individualized service plans.
- Experience managing an active caseload and coordinating services across multiple providers.
- Strong written communication, case-documentation, and organizational skills.
- Ability to communicate professionally with participants in both English and Spanish.
- Ability to work respectfully with people from different racial, cultural, socioeconomic, gender, and personal backgrounds.
- Sound professional judgment and the ability to maintain appropriate boundaries.
- Ability to recognize and properly escalate behavioral-health, safety, abuse, neglect, or other serious concerns.
- Ability to work independently in community-based settings and collaboratively within a multidisciplinary team.
- Ability to travel throughout Washington, DC for participant meetings, home visits, and program activities.
- Ability to complete all required employment and background screening.
SPANISH PROFICIENCY REQUIREMENT
Applicants must possess professional working proficiency in English and Spanish. The selected candidate must be able to:
- Conduct participant interviews and assessments in Spanish;
- Explain program requirements and service options accurately in Spanish;
- Communicate with Spanish-speaking service providers and authorized family members;
- Advocate for Spanish-speaking participants during appointments and service coordination;
- Read and understand routine participant documents written in Spanish; and
- Prepare or assist with basic written participant communications in Spanish.
Language proficiency may be evaluated during the interview process. Applicants should identify whether they are native, fluent, or professionally proficient Spanish speakers and describe any experience providing human services in Spanish.
PREFERRED QUALIFICATIONS
The strongest candidates will possess several of the following:
- Three or more years of professional case-management experience.
- Direct experience providing case-management or social services in both English and Spanish.
- Direct experience serving young adults between approximately 17 and 23 years of age.
- Experience serving people experiencing homelessness or housing instability.
- Rapid Rehousing, permanent supportive housing, transitional housing, or housing-navigation experience.
- Knowledge of the Washington, DC homeless-services system, Coordinated Entry System, public-benefit programs, and community resources.
- Familiarity with organizations and resources serving Spanish-speaking communities in Washington, DC.
- Experience providing services under a DHS, HUD, or other government-funded human-services program.
- Experience using HMIS or a comparable electronic case-management system.
- Demonstrated success helping participants obtain housing, maintain engagement, and achieve measurable stability outcomes.
- Training in trauma-informed care, motivational interviewing, positive youth development, harm reduction, crisis intervention, or de-escalation.
- CPR, First Aid, NARCAN, or Housing Quality Standards training.
COMPENSATION AND BENEFITS
The salary range is $64,000–$72,000 annually. Placement within the range will be based on relevant experience, education, Spanish-language proficiency, Rapid Rehousing expertise, knowledge of the Washington, DC service system, and demonstrated participant outcomes.
