LOCATION OF POSITION

STATEWIDE. This statewide recruitment is opened to establish a list of eligible candidates to be used to fill current and future vacancies occurring throughout Maryland Department of Human Services, including in our Local Departments of Social Services and Regional Offices of Child Support throughout the State. Candidates should indicate the counties in which they are willing to accept employment on their application. Main Purpose of Job Administrative Officer II Supervisor is an administrative role requiring independent judgment and analysis in applying and interpreting complex administrative plans or policies. Employees in this classification supervise professional and/or support staff and perform administrative responsibilities involving the analysis of operational programs or procedures with recommendations for improvements. Position Duties Plan, organize, assign, review, and approve the work of the professional and/or support staff. Supervise professional and/or support staff. Independently plan, develop, conduct, or supervise studies and analyses of agency programs, organizations, procedures or systems. Formulate final reports and effective recommendations based on analyses conducted. Prepare or supervise the preparation and development of management tools such as procedural manuals, statistical reports, work‑flow charts, performance measurement criteria or organization charts. Participate in the formulation, establishment or modification of program goals and objectives through analysis of alternatives, trends, available resources and projected program needs. Participate in the program planning process by developing forecasts, proposals or procedures for orderly growth and expansion. Consult with other administrative officials, program heads, staff specialists or others to exchange information pertaining to the program, interpret policies or offer recommendations. Advise departmental officials regarding administrative practices, procedures or policies. Coordinate inter‑agency transactions and provide liaison with officials in other agencies in the State, legislature, the federal government, private industry or local government agencies. Assist a higher‑level administrator in the formulation and preparation of an agency's budget or portions of the budget. Perform other related duties as required. Minimum Qualifications Graduation from an accredited high school or possession of a high school equivalency certificate. Two years of administrative staff or professional work experience. Notes Candidates may substitute 30 credit hours from an accredited college or university for one year of the required experience. Candidates may substitute a Bachelor's degree from a college or university for the required experience. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year‑for‑year basis for the required experience. Desired or Preferred Qualifications One year of supervisory experience. One year of experience with record retention. One year of experience with the Fiscal Management Information System (FMIS) or Microsoft Office Suite. One year of experience in a warehouse and/or supply room or monitoring equipment and/or vendor contracts. One year of experience advising employees and management on HR policy and procedures or retirement benefits, requests, FMLA, or sick and safe leave matters. One year of experience in the formulation and/or preparation of a budget. Licenses, Registrations and Certifications Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland. Benefits
