Summary

The Budget Analyst position for the Nebraska-Western Iowa Health Care System is primarily responsible for applying budget analyst theory, concepts, methods and procedures connected with budget formulation, and execution of the VA's particular programs, systems, procedures, function, and structure.

Duties

Help

The Budget Analyst actively supports the Chief Financial Officer and Finance Department by performing the following duties:

  • Experience working with spreadsheets and databases. Has experience creating formulas in Microsoft Excel. Experience building charts and graphs in Excel. Experience inputting data into a chart or graph and determining if any trends in the data exist.
  • Experience building presentations in Microsoft PowerPoint. Able to build slide layouts and backgrounds. Able to give a presentation to an audience using a PowerPoint presentation slide deck.
  • Experience researching through policies, procedures and handbooks to answer technical questions from customers.
  • Experience working with SharePoint - has the ability to post documents into a document library, ability to navigate within SharePoint to find useful information, and the ability to do basic SharePoint page design.
  • Analysis and Problem Solving - Applies the process of discovery that involves the diagnosis of a problem or issue, identification and gathering of relevant information, formulation and evaluation of alternative solutions or courses of action, and selection or recommendation of the preferred solution or course of action.
  • Customer Service - Works and communicates with clients and customers (e.g., any individuals who use or receive the services or products that your work unit provides, including individuals who work in your agency or in other agencies or organizations outside the Government) to satisfy their expectations. Committed to quality services.
  • Self-Direction - Demonstrates belief in own abilities and ideas; is self-motivated and results-oriented; recognizes own strengths and weaknesses; seeks feedback from others and opportunities for self-learning and development.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/27/2026.

Time-In-Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify for GS-07 based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization, that is directly related to the work of the position and has equipped me with the particular knowledge, skills and abilities to successfully perform the duties as a Budget Analyst. Examples of specialized experience would typically include, but are not limited to: Experience in preparing documents needed to process budget estimates; performing preliminary analyses of budget requests; analyzing trends in receipt, obligation, or expenditures of funds. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one (1) full year of graduate level education or superior academic achievement, that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelor's degree may be used to qualify applicants for the GS-07 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.
You may qualify for GS-09 based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization, that is directly related to the work of the position and has equipped me with the particular knowledge, skills and abilities to successfully perform the duties as a Budget Analyst. Examples of specialized experience would typically include, but are not limited to: Reviewing, editing, and consolidating annual budget estimates; Reviewing initial budget submissions; Identify and analyze trends in receipt, obligation or expenditures of funds; Prepare analyses, studies and reports as requested. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) years of progressively higher-level graduate education, or masters or equivalent graduate degree, or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education in excess of the first year (18 semester hours) may be used to qualify applicants for the GS-09 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.
You may qualify for GS-11 based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09in the normal line of progression for the occupation in the organization, that is directly related to the work of the position and has equipped me with the particular knowledge, skills and abilities to successfully perform the duties as a Budget Analyst. Examples of specialized experience would typically include, but are not limited to: Review, analyze, and evaluate requirements for financed and unfinanced obligations; Execute the budget to ensure reliability of funding levels and ensure funds are allocated on a timely basis and obligated effectively for activities served; Compile narrative and statistical data and prepare a variety of reports, studies, fact sheets, memoranda, and presentations covering status of funds for assigned program elements; Apply budget concepts, methods and techniques to form, execute and administer financial management of funds for assigned programs and activities. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education in excess of a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

Work Environment: Work is performed in an adequately lighted and climate controlled business office setting. There is occasional noise from normal office equipment. Occasional travel with overnight stays may be required infrequently.
