This position is on the ServiceNow Administration Team in the Bureau of PeopleSoft & Payment Applications within the Chief Information Office.

Non-Competitive Qualifications for appointment under the NYHELPS Program:

For appointment to an Information Technology Specialist 3 (SG-23), you must have:

• Five years of professional experience in the following computer related areas: network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing.

OR

• A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science and two years of experience; or a bachelor's or higher-level degree in any field and three years of experience; or an associate degree with 15 semester credit hours in a computer science field and four years of experience.

Competitive Minimum Qualifications:

You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6, 70.1, or 70.4 of the Civil Service Law.

Transfers:

For 52.6, 70.1 and 70.4 transfer to an Information Technology Specialist 3, salary grade (SG)-23, you must have one year of permanent competitive service in an approved title for transfer allocated to an SG-21 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Non-Competitive Promotion (NCP) qualifications:

You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as an Information Technology Specialist 2.

NCP notes:

If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.

If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.

Preferred Qualifications/Knowledge, Skills and Abilities:

Demonstrated experience in IT Infrastructure (ITIL)/IT Service Management (ITSM) (1 year to 2 years) including, but not limited to:

• Incident Management
• Problem Management
• Change Management
• Release Management

Demonstrated experience configuring or supporting enterprise applications (i.e., forms, fields, workflows, notifications, reports).

Familiarity with relational data concepts (i.e., tables, fields, records, relationships).

Demonstrated experience in creating or maintaining technical documentation, procedures, or knowledge base articles.

Strong troubleshooting, analytical, and critical thinking skills.

Demonstrated ability to communicate clearly with both technical and non-technical users.

Demonstrated ability to learn new systems and technologies quickly.

Demonstrated ability to work independently and collaboratively as part of a team.

Strong attention to detail and commitment to accuracy.

Demonstrated experience working in a structured environment with change control or ticketing systems.

Strong organizational skills including task prioritization and meeting deadlines.
