About the Position: This position is located in the office of the Chief, Human Capital Division and is located in Falls Church, VA. This position requires a high degree of expertise, initiative, and ability to influence senior leadership on critical human capital matters.

This is not a virtual/remote position. You must live within or be willing to relocate within a commutable distance of the identified duty location (Falls Church, Virginia).

Duties

Help

• Collaborate with senior leaders and stakeholders to gain buy-in and ensure alignment of HR strategies with overall organizational goals.
• Translate complex HR data into actionable insights for senior leadership. Identify trends, patterns, and areas for improvement in HR operations.
• Analyze organizational needs to identify critical human capital challenges.
• Perform supervisory duties to include advising/counseling employees, performance management, hearing/resolving grievances/complaints, effecting disciplinary measures, etc.
• Provide authoritative advice and consultation to senior management, supervisors, and employees on a wide range of complex HR issues.
• Interpret and apply federal laws, regulations, policies, and procedures related to areas such as staffing, compensation, benefits, employee relations, and performance management.
• Analyze intricate and often sensitive situations, providing strategic guidance and developing effective solutions that mitigate risk.
• Lead the development and implementation of long-range strategic HR plans and programs aligned with the agency's mission.
• Formulate innovative solutions in areas such as talent acquisition, workforce development, performance management, and employee relations.
• Conduct comprehensive research and benchmarking studies to identify best practices and emerging trends in human resources management.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes experience responding to Congressional or senior leadership inquiries regarding Federal human resources (HR)/human capital programs; analyzing human resources (HR) data to identify areas of improvement in HR operations; leading complex task management or project execution within strict or fast-paced deadlines; AND providing supervision, leadership, oversight, or direction to employees and their work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
