Requisition No: 867954 Agency: Department of Education Working Title: PROGRAM SPECIALIST IV-DOE - 48001790 Office: Office of Student Financial Assistance (OSFA) Location: Tallahassee Turlington Building Salary Range: $50,584.67 to $55,643.13 Job Description This position supports an Educational Policy Analyst – DOE – SES and the State programs staff of the Office of Student Financial Assistance in the administration of state‑funded financial aid programs. The employee must be productive under tight timeframes, balance multiple and competing priorities, and maintain goal‑directed behavior and performance sometimes under stressful conditions. The employee must interact courteously with others, demonstrate consideration of workload concerns, and attendance is essential.
DUTIES & RESPONSIBILITIES
Analyze and recommend changes needed in program rules or statutory authority; draft proposed language or review proposals made by others. Assist supervisor with the development and amendment of program policy and procedural manuals. Provide technical assistance to unit staff in developing and maintaining all data from all programs for use in departmental reports. Supervise and train program specialists concerning procedures, policies and technical matters regarding the administration of student financial aid programs. Establish and maintain a computerized database to manage data on applicants for financial assistance programs funded by state and federal sources. Evaluate applicant data and information to determine eligibility, make awards, ensure timely disbursement of funds, and process documents pertaining to specific state‑administered financial aid programs. Develop and maintain statistical and demographic reports on program applicants and recipients. Evaluate and recommend system improvements; provide technical assistance and communicate on program requirements. Assist with development of informational and technical documents and program applications, surveys, and analysis of student financial assistance data. Monitor disbursements to ensure awards do not exceed budget authority; assist supervisor in preparation of budget requests. Develop and maintain summer terms for four FSAG scholarship programs, Senate EASE Performance Report, Senate ABLE Performance Report, and other Senate reporting requests. Assist supervisor in management of all programs and act as resource person in supervisor’s absence. Perform other duties as required.MINIMUM QUALIFICATIONS
One to three years of professional experience in business operations, financial accounting, or program management. Ability to communicate effectively, including verbal and written communication. Experience in creating and conducting training courses. Experience with public speaking. Ability to provide work samples of writing skills upon request.PREFERRED QUALIFICATIONS

A bachelor’s degree from an accredited college or university in education and/or business/program management can substitute for 4 years of direct experience.
