JOB SUMMARYJob Profile SummaryPerforms intermediate level engineering and/or project management duties related to Process Safety Management (PSM) and Risk Management Plan (RMP) programs supporting one or more functional areas that may include: refined products and crude oil terminal facilities; processing and/or storage facility operations; and/or estimating, designing, and coordinating projects. Supports operations, engineering, and maintenance teams to ensure compliance with applicable regulatory and company standards related to PSM and RMP. Essential Functions and ResponsibilitiesImplement and maintain PSM policies, standards, and governance programs aligned with regulatory requirements and recognized industry best practices.Develop, implement and maintain PSM facility procedures aligned with regulatory requirements and recognized industry best practices.Facilitate process hazard analyses (PHAs) and PSM/RMP internal audits. Ensure timely resolution and verification of action items.Facilitate Management of Change (MOC) to ensure changes are documented in accordance with regulatory and company PSM/RMP standards.Apply engineering and process safety knowledge related to process controls, instrumentation, and pressure relief systems when evaluating PHA safeguards.Support development and tracking of process safety training requirements, ensuring personnel involved in covered processes are properly trained.Report leading and lagging process safety metrics to evaluate risk exposure and compliance performance.Support incident investigations, root cause analyses, and lessons learned implementation related to process safety events and near misses.Provide technical and/or engineering assistance on matters including but not limited to:Equipment/system designPolicies and proceduresProcess SafetyPerform project management activities including but not limited to:Bid proposals and contractsAFE preparation and cost managementManagement of Change (MOC)­Construction plans and supportCreating and updating schedules / timelinesPreparing project progress and other reportsManaging change ordersResearch, analyze, prepare and/or approve information including but not limited to:Engineering studiesGovernmental rules, regulations, codes and standardsCost estimatesIdentify opportunities for improvement and assist with implementation of new processesEducationBachelor's Degree in Engineering (Chemical, Mechanical, or related discipline) strongly recommended, or other technical degree with demonstrated process safety experienceWork ExperienceExperience in facilitating process risk analyses such as PHA, HAZOP, and LOPAExperience in facilitating internal auditing of PSM/RMP program complianceExperience interpreting engineering drawings, P&IDs, and technical design informationExperience working in oil, gas, chemical, or industrial processing environmentsExperience collaborating with engineering, operations, and maintenance organizations to address regulatory action items or implementation of new company standardsExperience preparing technical analyses, PHA/Audit documentation, and action item reporting/managementExperience in use and function of applications such as: PHAPro, Microsoft Excel, Project, Access, Word, etc.Experience researching and preparing project materials and design specifications, contracts, agreements, budgets, engineering studies, and other relevant reports, forms, and correspondenceExperience identifying, researching, understanding, evaluating, and prioritizing operational problems and coordinating appropriate action/responseKnowledge, Skills and AbilitiesAbility to: Apply knowledge of process hazard analysis to identify and evaluate probability and consequence of process risksAbility to: Inform engineering and operational decisions based on risk-based process hazard analysisAbility to: Communicate process safety risks and safeguards clearly to technical and non-technical audiencesAbility to: manage and prioritize multiple assignments with competing deadlinesAbility to: recommend and implement new initiatives and complete projectsAbility to: apply math, algebraic formulas, and statistical methodsAbility to: communicate thoughts, ideas, information, messages, and other written information, which may contain technical material, in a logical, organized, and coherent mannerKnowledge of: operation of pipelines, terminals or hydrocarbon processing and related facilitiesKnowledge of: Process Safety Management and Risk Management Plan regulatory requirementsKnowledge of: Independency of layers of protection and safeguard effectivenessSkills in: Facilitating and reviewing process hazard analysis (e.g., HAZOP and LOPA) Skills in: Interpreting P&IDs, process safety information, and engineering documentationLicenses and CertificationsProcess Hazard Analysis Facilitator certification preferredStrength Factor Rating - Physical Demands/RequirementsSedentary Work - Exerting up to 10 pounds of force occasionally (Occasionally: activity or condition exists up to 1/3 of the time) and/or a negligible amount of force frequently (Frequently: activity or condition exists from 1/3 to 2/3 of the time) to lift, carry, push, pull, or otherwise move objects, including the human body.
