Chief Financial Officer (CFO)

The Chief Financial Officer (CFO), a canonical position (Can. 494 3), serves as a senior leader for the Diocese of Beaumont and is responsible for the stewardship, administration, and protection of diocesan financial resources. Reporting directly to the Bishop, the CFO advises diocesan leadership on strategic, operational, and financial matters while supporting the mission of the Church through strong financial management, collaboration, and sound judgment. The position of CFO, under Canon Law of the Church, is appointed by the Bishop for a five-year term, which can be renewed for additional five-year terms. cf. can 494-finance officer, Code of Canon Law. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other related duties may be assigned.

  • Lead diocesan financial operations, including budgeting, accounting, audits, banking, cash management, investments, risk management, and reporting.
  • Advise the Bishop, diocesan leadership, and the Diocesan Finance Council on financial and operational matters.
  • Develop, implement, and monitor financial policies, internal controls, and stewardship practices.
  • Support parishes, schools, ministries, and other contracted entities with financial guidance, compliance, and business operations.
  • Oversee entrusted funds (e.g. Diocesan Savings and Loan Fund, Infirm Priest Fund, etc.), financial analysis, long-term planning, and investment-related activities.
  • Collaborate on risk management, property, information technology, and other administrative matters affecting diocesan operations.
  • Oversee the risk management operations of the diocesan offices, parishes, and schools.
  • Issue and maintain up-to-date comprehensive financial policy (Temporalities Manual) applicable to all diocesan entities.
  • Direct self-insured insurance property and casualty program wherein claims adjudication is performed in-house. Determines self-insured retention amounts and works with diocesan Risk Manager and broker(s) to place multiple lines and layers of coverage with insurance carriers. Oversees direction of extensive loss control program. Represents the diocese relative to its shareholder interest in a captive insurance company.
  • Collaborate with Diocesan Human Resources Director on Retirement Plans, including establishing and maintaining relationships with third-party providers.
  • Collaborate with Diocesan Human Resources Director in managing Diocesan sponsored insurance programs, including self-insured employee benefits, general liability, and workers' compensation
  • Prepare materials for the Diocesan Finance Council and related committees.
  • Responsible for organizing, scheduling, and hosting Administrative Team Meetings, and other training
  • Coordinates with the Vicar General and other Administrative Staff Members to schedule and present information at New Priest/Pastor training meetings
  • Serve as ex-officio on various Diocesan Boards and Committees.
  • Review, evaluate, and communicate requirements of new or modified governmental rules and requirements as they apply to the diocese, parishes, schools, and agencies. Provide educational assistance and training on such matters.
  • Collaborate with General Council on legal matters, as required.
  • Prepares, administers, and analyzes office budget. Monitors revenue and expenses. Approves invoices.
  • Handle confidential matters with discretion and perform other related duties as assigned by the Bishop.

REQUIREMENTS

  • Practicing Catholic in good standing with the Church and committed to the mission of the Diocese of Beaumont.
  • Experience in a complex, multi-unit organization; nonprofit or service-focused experience preferred.
  • Strong knowledge of accounting principles, financial administration, planning, internal controls, and financial analysis.
  • Experience with cash management, investments, fund accounting, and financial software systems.
  • Ability to maintain confidentiality, exercise sound judgment, and communicate effectively with clergy, staff, vendors, and the public.
  • Proficiency in Microsoft Office, spreadsheets, and PC-based financial systems; familiarity with church operations and Canon Law preferred.

SUPERVISORY RESPONSIBILITIES

Supervises four full-time staff members in accordance with diocesan policies and applicable laws by training employees, planning, assigning work, and providing feedback on performance. Positions supervised: Administrative Assistant; Controller, Multi-Parish/School Manager; Risk Manager

QUALIFICATIONS

EDUCATION and/or EXPERIENCE Bachelor's degree (B.A.) from four-year college or university required with a Certification in Public Accountancy (CPA) License. Two to five years of related experience; or equivalent combination of education and experience as a controller, treasurer, or comparable senior financial leader.

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

CERTIFICATES, LICENSES, REGISTRATIONS

Up-to-date Certified Public Accountant License.

WORK ENVIRONMENT

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The noise level in the work environment is usually moderate, typical of an office with computers and printers. This is a forty-hour per week position. Normal office hours for this position are from 8:00am until 5:00pm Monday through Friday. Late afternoon, evening or weekend work is required.
