SYSTEM ENGINEER

Position Title: System Engineer 

Department: Electric Operations & Engineering/Engineering Design

Reports to: Mgr of Engineering (PE)

Supervision Received: Limited Supervision

Supervision Exercised: None

FLSA Status: Exempt

Essential Duties and Responsibilities:

Primary duty includes performance of work requiring advanced knowledge, work which is predominantly intellectual in character and which includes work requiring the consistent exercise of discretion and judgment, in a field of science or learning and acquired by a prolonged course of specialized intellectual instruction; including:

• Conduct complex electric distribution system studies on loading, voltage drop, power factor, fault current, arc flash and sectionalizing. 
• Prepare load forecasts and perform other power system analysis.
• Design and recommend electric distribution system equipment sizing and location for transformers, conductors, poles, re-closers, fuses, capacitors, and regulators.
• Assist with preparing the departmental budget by determining accurate project expenditures. 
• Assist with monitoring the electric distribution system via SCADA and field checks in order to operate the electric distribution system at peak efficiencies.
• Perform engineering design work by developing/improving electric distribution system construction and material standards.
• Perform engineering design work by developing long and short-term electric system improvement plans.
• Assist Mapping/GIS group in maintaining an accurate model of the electric distribution system.
• Work with other engineers, consultants, and contractors in the design and construction of substations, transmission lines, and distribution lines. 
• Work with other Bluebonnet departments to resolve issues; Member Service and Billing on energy efficiency, Construction and Maintenance to ensure the electric system is constructed and maintained according to engineering standards and design, Accounting to ensure proper scheduling and accounting of projects, and Power Restoration to assist in the restoration of electric service. 
• Collect and prepare technical data for reports and studies. 
• Prepare cost summaries on various projects.
• Research new electric power system technologies.
• Attend various conferences, meetings, and/or training sessions pertaining to the design, operation, and maintenance of electric power systems.
• Maintain files regarding equipment type and location, technical manuals, schematics, test reports, and maintenance records.
• Assist in training new engineering department personnel.
• Receive and stay current with basic training in CPR and First Aid.
• General awareness of current developments in areas of interest to the department.
• Maintain professional working relationships with all employees, members, and vendors at all times.
• Maintain regular attendance; arrives to work on time and is ready to work.
• Use safe work practices at all times and in all situations.
• Thorough knowledge of Bluebonnet policies and guidelines.
• Travel to various Bluebonnet offices to assist in operations. 
• Must be able to appropriately handle confidential information and act within the practices established by the Bluebonnet Red Flag policy.

Tools and Equipment Used:

• Office Equipment including computer, printer, copier, fax, etc.
• May be required to drive a cooperative vehicle.

Physical Demands:

• Requires repetitive motion of hands and fingers such as dialing and keyboarding.
• Light lifting of up to 10 pounds.

Work Environment:

• Typical office environment. 
• Hours are consistent with normal business operations as well as employee and member requirements.
• Attendance at evening meetings, conferences, workshops and other professional meetings including overnight travel may be required.

Requirements

Education and Experience:

• Bachelor of Science in Electrical Engineering or Electrical Engineering Technology from an accredited institution in the United States.
• Three years of experience in the System Engineering I position at Bluebonnet OR five (5) years at an electric utility with experience in five (5) of the following electric distribution system activities: 
• Distribution system design
• Substation design
• Distribution system protection
• Electric system planning
• Distribution system construction and material specification
• Power restoration 
• Mapping/GIS implementation/maintenance
• Electric system loss management
• Distribution system inspections
• Telecommunications system design/operation

Licensing and Certification:

• Valid Texas driver's license.
• Professional Engineering Certification (P.E.) preferred
• Must be certified in CPR, First Aid, AED and Blood-borne pathogens.

Knowledge, Skills and Abilities:

• Must have strong knowledge of electric power system design, operation, and maintenance.
• Ability to perform complex engineering calculations and to analyze engineering problems.
• Must have strong knowledge of the National Electric Safety Code, National Electric Code, ANSI standards, IEEE recommendations, Bluebonnet safety procedures and tariff regulations, local codes, and other regulations that may affect Bluebonnet.
• Must have strong knowledge of engineering analysis software packages.
• Must be able to interpret technical manuals, schematics, test reports, maps, field notes, material lists, and invoices.
• Advanced computer skills in the following applications: MS Word, Excel, Outlook, PowerPoint, and IVUE Connect time entry. 
• Interpersonal skills that result in effective working relationships with peers, members and vendors.
• Ability to communicate effectively and in a positive manner; focused on improvement or problem resolution in a constructive, positive, and professional manner.
