Environmental Area Operations Manager

Position Overview We are seeking an Environmental Area Operations Manager to help continue to drive our successful global Environmental Conservation and Compliance and Environmental Restoration businesses for our Federal clients. In this role you will partner with senior Business Group and Operations leadership to plan and execute high‑impact environmental and planning services across federal, DoD, and other key sectors. The position oversees more than 75 global professional staff in multiple locations and manages multidisciplinary teams across engineering, science, and geoscience disciplines. Responsibilities Develop and implement strategies to expand environmental compliance, permitting, and planning services, along with environmental remediation and geophysics services across federal, DoD, and other key client sectors. Provide overall operational governance, leading performance for environmental compliance, marine sciences, planning, and remediation services, ensuring alignment with HDR’s strategic objectives. Oversee delivery of complex environmental compliance, planning, and marine sciences programs, ensuring adherence to scope, schedule, budget, safety, quality and regulatory requirements (e.g., NEPA, air quality, mitigation, whale tagging). Manage a multidisciplinary team of engineers, scientists, geologists, and hydrogeologists supporting site investigation and remediation projects, particularly for DoD installations. Support regional and area operations, including marketing, project delivery, staff development, quality assurance, safety and client relationship management. Monitor operational and project performance, assess program effectiveness and implement corrective actions to drive performance, profitability and growth. Lead business development efforts, identify and pursue new opportunities, strengthen client relationships, support proposals and contract negotiations and contribute to strategic growth initiatives. Provide technical and operational support to section leads and project teams, resolving complex issues and ensuring regulatory and contractual alignment. Foster a culture of communication, collaboration and continuous improvement through mentoring, training, succession planning and staff engagement. Facilitate cross‑functional collaboration with EOC leadership, Professional Services Manager, Professional Services Director and Business Groups to strengthen technical capabilities and enhance service delivery. Implement company policies and procedures, including quality, safety, recruiting and risk management. Support special regional initiatives and environmental program improvements, including new compliance tools and best practices. Serve as a visible leader and professional role model, representing HDR in regulatory, client and community engagements. Prepare and execute proposals, teaming agreements, MSAs, subcontracts and deliverables to ensure timely execution of projects. Possess signatory authority as needed and perform other duties as required. Proof of U.S. citizenship is required; a governmental background check and ability to obtain a U.S. Secret security clearance within six months are mandatory. Preferred Qualifications Bachelor’s or Master’s degree in Environmental Science, Engineering, Geology or a related field. Relevant certifications such as CHMM, REM, CESCO, REP, etc. Professional Engineering (PE) or Professional Geologist (PG) license, OSHA HAZWOPER certification. Ability to obtain a Secret Security clearance within six months. Minimum of 15 years of experience with deep knowledge of Environmental Compliance and Planning, NEPA, Marine Sciences, remediation and project management. Experience managing large compliance projects in the United States and on DoD installations. Experience managing CERCLA and RCRA remediation projects. Proven ability to develop and write technical proposals for complex remediation investigations, feasibility studies, and remedial designs on DoD installations, particularly within the U.S. Army Corps of Engineers South Atlantic Division and other divisions. Ability to collaborate with investigation and design teams. Proficiency with MS Office and Esri products. Excellent verbal and written communication, interpersonal, organizational and project management skills. Required Qualifications Bachelor’s degree in a Professional, Architecture, Engineering or closely related field. Minimum of ten years’ experience in developing and managing diverse teams. Maintained a professional or engineering registration with related technical experience. Strong communication and listening skills. Ability to handle multiple assignments.
