Duties This position resides in the Property Assessment Division of the Department of Revenue. Duties include appraisal reviews for residential, agricultural, and forestland properties. Key Responsibilities Conduct property reviews and investigations to identify appraisal needs. Review tax records, land use, improvements, valuation documents, and other information. Identify properties for appraisal review based on use, value, location, and characteristics. Research and analyze property characteristics to estimate impact on values. Examine sites for sanitation regulations, zoning, planning, irrigation rights, covenants, deed restrictions, and construction cost data. Conduct field appraisals and site inspections. Perform comparable sales analysis. Collect data for maps, plats, and sketches. Determine primary use of properties. Document professional assumptions and limiting conditions. Analyze and evaluate appraisal information to determine final value. Determine appropriate appraisal methods. Verify title and ownership data, inspection reports, market models. Classify properties according to primary use. Review agricultural and forestland use applications, ownership, title data, and inspection reports. Compile title, ownership, and financial data. Recommend valuations and adjustments. Knowledge Required Appraisal methods for residential, agricultural, and forestland properties. Construction, mapping, GIS, cadastral, agriculture, forestry, and surveying. Property sales and valuation procedures. Skills Research and analysis. Accuracy and attention to detail. Conflict resolution. Microsoft programs and database applications. Written, verbal, and interpersonal communication. Qualifications Two years of post-secondary education in business, accounting, economics, public administration, construction technology or related field. One year of job-related experience. Preferred work experience: appraisal, property tax appraisal, assessment, auditing, agriculture, forestry, surveying, real estate. Montana certification in residential property appraisal, Uniform Standards of Professional Appraisal Practice training, and Agricultural Land Classification/Appraisal training within one year of employment. Working Conditions Work hours may exceed 40 hours, including weekends. Office environment. Lifting is infrequent, less than 15 pounds. Some travel and a valid driver's license required. Telework Eligibility This position may be eligible for telework from an approved worksite, but the successful candidate must be a primary resident of Montana and report to a Department of Revenue office. Full-time telework is not available. Salary $55,451.00 - $57,762.00 per year. Location and Schedule Primary Location: Billings. Shift: Day. Travel: 25% of the time. #J-18808-Ljbffr
