Deputy Director of PreTrial Reentry Services (PROGRAM MANAGER I)

Position Summary The Department of Public Safety and Correctional Services (DPSCS) seeks a Deputy Director of Pretrial Reentry to support strategic leadership and administration of pretrial reentry initiatives. The role will guide program operations, policy implementation, and partnership development across agencies and community stakeholders. Grade: 19 • Location: Baltimore City – Pretrial, 300 E. Madison Street, Baltimore, MD 21202. Responsibilities Direct daily operations of the Pretrial Reentry Department, representing the Executive Director of Reentry at meetings and events. Assist in strategic planning, program expansion, and implementation of statewide reentry service strategies. Develop, review, and revise standard operating procedures, manuals, policies, and MOUs related to reentry services. Lead and facilitate monthly reentry team meetings to communicate operational updates, initiatives, and expectations. Ensure compliance with departmental policies, procedures, and standards. Promote a multidisciplinary approach to reentry services through collaboration with internal and external partners, stakeholders, and contractors. Supervise, evaluate, and support the DPDS Reentry Specialist team to ensure effective delivery of services. Serve as hiring manager for recruitment, interviewing, selection, and onboarding of Reentry Specialists and related positions. Assist in developing and implementing quality assurance and audit tools for reentry services. Conduct periodic quality assurance reviews and statistical analyses, providing findings and recommendations to executive leadership. Assist in the preparation of reports and the collection, tracking, and analysis of statewide reentry program data and statistics. Support coordination, monitoring, and maintenance of program databases and data systems. Minimum Qualifications Bachelor’s degree in Criminal Justice, Social Work, Public Health, or a related field. Five (5) years of experience in corrections or community-based settings working with justice-involved populations. Five (5) years of supervisory experience in these settings. Possession of a Master’s degree can substitute up to three (3) years of the required experience. Desired/Preferred Qualifications Five (5) years of experience within a correctional facility setting. Four (4) years of professional experience with reentry, care coordination, or case management. Benefits Health, dental, and vision insurance at low cost.
