"MANDATORY (PWS 2.6.2 - Software Systems Engineer, Intermediate): - Relevant certification from a nationally recognized technical authority. - DoW/DoD Approved 8570 Baseline Certification: Category IAT Level I (DoD 8570.01-M / 8140 Information Assurance Workforce Improvement Program). Certification requirements are based on duties performed, not position title. Computing Environment (CE) certification per Attachment Y - DLA Approved Cybersecurity (CS) Computing Environment (CE) List (Version 48, 21 October 2025). - Proof of certification shall be provided before privileged access is granted, at time of proposal/resume submission. - All contract employees shall be certified in operating systems on any system on which System Administration duties are performed. NOTE: The RFQ states the 8 years of experience shall be ""in a relevant field (e.g., Computer Science, Engineering, or Information Systems/Technology)."" No specific degree is separately mandated for this labor category in PWS 2.6.2 (contrast: Requirements Analyst requires a BA/BS and Agile Project Manager requires an undergraduate degree). Attachment 3 still requires all degrees earned to be listed."

WORK EXPERIENCE MANDATORY

Eight (8) years of experience in a relevant field (e.g., Computer Science, Engineering, or Information Systems/Technology).

Experience with Ab Initio development.

Investigative Requirement: at time of proposal must possess a Moderate Risk, Confidential, Non-Critical Sensitive with a Tier 3/NACLC/ANACI investigation.

Evaluation standard (RFQ Factor 2 - Key Personnel): "The key personnel offered shall demonstrate they have recent and directly related experience and education in the areas specified in the PWS. If experience is not directly related but relevant, discuss relevance in customer, topic, dollar value, workload, duration, and scope and complexity to the PWS requirements." The Government reserves the right to rate Key Personnel Unacceptable "if even one offered key personnel fails to meet the required qualifications."

Attachment 1 requires Years of Relevant Experience to be recorded in bands: 1-3 / 3-5 / 5-10 / 10+ (this role requires 5-10 or 10+).

ROLES AND RESPONSIBILITIES

LABOR CATEGORY DESCRIPTION (PWS 2.6.2, verbatim):

"Intermediate: Under minimal direction, provides specialized expertise within multiple systems, software disciplines, as well as general knowledge of related disciplines, and applications implications. Responsible for performing in-depth analysis and technical support of systems software products, including complex problem resolution, design, development, testing, operational integration, and user support. Assists in the planning and conversion for new hardware/software products. Maintains currency, debugs and configures related software products. Provides operating systems planning and evaluation for performance analysis, capacity planning and hardware upgrades. Works from specifications to develop or modify operating systems applications. Assists with design, coding, benchmark testing, debugging and documentation of programs. Interfaces with other system support groups to resolve problems, setting standards and improving overall efficiency of the operating system. Prepares product documentation. Interfaces with customers to gather information on system requirements or problems."

TASK ORDER APPLICATION (PWS 2.3 - anticipated task support; final allocation is submitted on Attachment 1 "Resource Allocation" tab):

TASK 2 - Business Rules Documentation (IUS-0001): review the current DMARS code and document the business rules contained within the DMARS solution in a pre-approved format coordinated with the Government PM; document the rules in business rule syntax so the deliverable can be used to implement the next version of the DMARS business rules application.

TASK 3 - BRE Implementation (IUS-0002): implement the DMARS business rules capability into the Ab Initio business rules engine; install and configure the software in all environments and work with the DAAS hosting team on server requirements; ensure the implementation is compliant with DISA E-ICAM and coordinate with the DAAS Government E-ICAM project manager; leverage an industry standard format such as DMN; rewrite business rules to process DLMS EDI X12 / DTEB EDI X12 data (current DMARS rules are legacy, non-X12); enable use of data from tables updated via the Task 4 web interface (DoDAACs, NSNs, NIINs); leverage the DLA-provided DevSecOps capability to manage code and support multiple production deployments per day; enable the engine to receive and transmit data via API call from the DAAS API Gateway; document changes to the Business Rules Engine; work with the Government to define agile implementation phases.

TASK 4 - Web Interface for Business Rules Research and Rule Maintenance (IUS-0002): technical design/development support for the web-based data maintenance capability that feeds the rules engine.

TASK 5 - Software Testing and Operational Support (IUS-0003): support business rules and web interface testing; correct defects found, rerun tests and resubmit for Government approval; work with the DAAS translation team to interface transactions between legacy MILS and DLMS EDI X12; provide the Government access to testing tools as required.

TASK 6 - Audit & Cyber Response Support (IUS-0003): support analysis and correction of audit and cyber deficiencies identified via reporting tools such as ACAS; provide input to audit and cyber documentation supporting the DAAS accreditation package.

Knowledge transfer: provide knowledge transfer and associated documentation to designated J6 Information Operations personnel, sufficiently detailed to enable them to analyze, test and maintain operational continuity.

CONDITIONS OF PERFORMANCE:

Designated KEY PERSONNEL: may not be removed or replaced without prior written notification and approval by the Contracting Officer; written notification no later than ten (10) calendar days in advance of any proposed substitution, including a resume and justification; any replacement shall be at least as qualified as the individual being replaced.

Non-personal services contract per FAR 37.101.

Signed non-disclosure agreement required within five (5) business days of starting on the Task Order.

Participation in the Integrated Project Team (IPT), weekly status meetings and monthly In-Process Reviews (IPRs) as required.
