Tactical Training Specialist

The Tactical Training Specialist (TTS) supports the Training Support Center (TSC) by assisting in the design and execution of unit-led Live, Virtual, Constructive (LVC) training events and exercises for Fleet Marine Force (FMF) units at home station. The TTS collaborates with the prime contractor and TSC Government staff across three primary task areas: Training Support, Site Operations Support, and Coordination. In the Training Support role, the TTS contributes to both the design of exercise scenarios, planning products, and control/evaluation documents, and the execution of those events — assisting Tactical Exercise Controllers, managing game path flow, and supporting After Action Reviews. In the Site Operations Support role, the TTS advises FMF units on long-range training plan development, tracks unit deployment cycles and LVC resource integration, and supports TSC site administrative and logistical functions. In the Coordination role, the TTS serves as a single point of contact for unit LVC training requests, processing and tracking requests through resolution using the Range Facility Management Support System (RFMSS). All work is performed IAW the Performance Work Statement (PWS) and the USMC Systems Approach to Training (SAT). Responsibilities/Duty: Training Support: Design Support: Provide comprehensive event and exercise design support, creating contextually relevant, LVC-integrated scenarios aligned with unit training goals and objectives, adhering to the USMC Systems Approach to Training (SAT). Participate in unit planning milestones and deliver design information in agreed-upon formats (documents, electronic media, or data files). Comply with MCRP 7-20A.2 and SOPs, and utilizing existing or creating new templates; collaborate with the prime contractor on approved templated design documents throughout all phases of the design process. Generate the design concept (key scenario events) and support concept (timelines, roles, and resource integration), by coordinating with Battle Simulation Centers and LVC training exercise experts to ensure synchronization. Construct scenarios that define the operational environment (OE) and establish initial training conditions, delivering the scenario to the unit prior to execution to support planning. Scenarios must be approved by the TSC Government representative within 48 hours of the Mid/Main Planning Conference (maximum two review cycles, with potential In-Progress Reviews); new OEs require approval within 8 months (four review cycles), and existing OEs receive periodic updates presented annually (four review cycles). Develop doctrinally sound planning products (documents, graphics, briefs) to support deliberate and rapid planning actions, approved within the established support timeline (maximum two Government review cycles). Develop exercise control documents outlining roles, responsibilities, and methods for managing event flow and measuring training audience performance, approved within the detailed planning timeline (maximum two Government review cycles). Develop evaluation documents, including Training & Readiness checklists and presentations, to support the exercise evaluation team; ensure evaluation plans are approved no later than 48 hours prior to the Commander’s Confirmation Brief (CCB), allowing a maximum of two review cycles. Support the modeling and simulation team to ensure all scenario and control data is available for ingest into simulation and control workstations. Facilitate initial design conditions by confirming TSC Government acceptance of all planning, control, and evaluation products within 24 hours of the CCB, and ensure data is available in time to meet established exercise start timelines. Execution Support: Support event and exercise execution — potentially across multiple sites — by assisting the Tactical Exercise Controller (TEC) with game path management and acting as an assistant TEC or scenario event manager. Maintain thorough understanding of the event’s game path, key events, and authority hierarchy through rehearsals, briefings, and clear role definition. Provide support functions as determined in coordination with the prime contractor, which may include tactical exercise control, scenario management, and response cell operations for various forces. Remain familiar with approved design documents, service doctrine, unit SOPs, and approved Exercise Control Tools. Support scenario event adjudication, recommend solutions to discrepancies, and document injects. Provide clear communication regarding key events and injects, alert relevant groups, implement branch plans, and offer dynamic event recommendations to sustain or redirect the game path as needed. Support augmented exercise control response cells, simulating actions and generating tactical dilemmas to increase complexity for the exercise force, using simulations, Command and Control (C2) systems, tactical communications, chat, and email. Provide exercise control and event management support at distributed training sites. Manage resources, systems, and enablers, and report to the TEC. Support data collection for unit-led AARs or effectiveness assessments. Support unit-led After Action Reviews (AARs) by collecting and compiling data captured during exercise execution and correlating force actions and decisions to their effects. Tag key actions, document inject timing, track data from instrumented systems, and notify exercise control/evaluators of key event locations. Support the prime contractor in reporting on the effectiveness of TECOM-provided support for each Home Station Training (HST) event within five working days of completion via closeout documents, describing the support requirement, personnel involved, resources utilized, and an effectiveness assessment. Site Operations Support: Monitor, plan, and direct site activities. Advocate for TECOM resources and capabilities. Plan unit engagement; direct training support; and support efficacy reporting, by providing analysis and recommendations to synchronize Home Station Training (HST) support, generally during normal working hours. Assist Fleet Marine Force (FMF) units with long-range planning to integrate Live, Virtual, Constructive (LVC) resources. Inform unit planners of policies, resource capabilities, and emerging systems. Analyze unit Training Exercise and Employment Plans and track deployment cycles to advise on long-range training plans and participate in related planning teams and events. Deliver a monthly planning view of unit engagements and forecasted TSC support. Provide meeting minutes within two days of completion, and draft correspondence and reports with appropriate lead time. Advise FMF units developing standards-based training plans, by maximizing resource use and aligning with commander’s guidance. Manage an engagement plan considering unit deployment cycles and applying concepts from MCRP 7-20A.1 (Training Plan Design). Maintain knowledge of TECOM resources and support unit requests for long-range plan development, demonstrating expertise in recommending resource use and sequencing tailored to unit deployment cycles on a quarterly basis. Assist with collecting and reporting on the effectiveness of TECOM support to HST. Monitor training support requests and gather observations from event teams. Analyze collected data and present recommendations to improve TECOM resources and capabilities. Deliver quarterly efficacy reports to support TECOM program improvement within 15 days of the subject quarter’s completion. Assist with TSC site administrative and logistical tasks, including facility access, resource accountability, IT asset inventory, and room scheduling. Coordination: Support FMF units with functional planning, synchronizing training resources, and serving as a single point of contact for LVC requests. Process unit LVC training requests, monitor their lifecycle, and maintain knowledge of resource capabilities and limitations, to include system proficiency in the Range Facility Management Support System (RFMSS). Process unit LVC training requests by clarifying needs with units and resource providers, logging details, determining feasibility, and recommending prioritization/apportionment. Recommend alternatives and ensure accurate information is reflected in RFMSS as needed. Log all LVC requests within 24 hours of receipt, and present recommendations for prioritization/approval to the TSC Government prior to established resource approval timelines. Monitor the execution of LVC training requests, tracking support progress, notifying stakeholders of conflicts, and capturing resource utilization data. Collect inputs from teams and units regarding effectiveness and deliver closeout reports. Security Clearance: Must be eligible for a secret security clearance. Additional Skills: Expert level knowledge of Microsoft Office applications (Word, Excel, Access, PowerPoint, Outlook), Adobe, and other media type software. Has knowledge of commonly-used concepts, practices, and procedures within a particular field specifically related to supported Military Occupational Specialties. A wide degree of creativity and latitude is required. Excellent communication and interpersonal skills. Must be able to work independently with little or no supervision, be exceedingly well organized, and flexible. Proven experience in successfully managing projects and personnel. Confidential data and information management experience required. Strong familiarity with government regulations and directives pertaining to confidentiality, document retention, and local project site protocols. Strong organizational skills and detail oriented. Ability to multi-task. Demonstrated ability to perform diverse duties under operating and deadline constraints. General expertise/familiarity with: Adherence to the tenants of the USMC Systems Approach to Training (SAT); Marine Corps Planning Process; Marine Corps Task List; Unit Training Management (UTM) Program and Guide; Marine Corps Force Generation Process; Training and Readiness (T&R) programs, policy, standards, and available resources/providers to satisfy training requirements; Marine Corps Combat Readiness Evaluation (MCCRE) program; Marine Air Ground Task Force Training Program (MAGTFTP); Marine Corps Lessons Learned (MCCLL); Training doctrine, tactical operations, and MAGTF integration, as well as methods of training; Training design and execution, designing exercises using contemporary exercise design processes and supporting software/tools such as utilization of operational environment scripts, scenarios, and repositories, for use in training and exercises; Marine Corps Training Information Management System (MCTIMS), and relevant modules (e.g., Unit Training, MCCRE, etc.); Support Area of Reasonability, and operating environment of supported units; Local Marine Corps Base(s) and applicable service facilities, training areas and range capabilities; Integrating and coordinating simulation and training enablers into exercises and training events to enhance and immerse training audiences into a desired operational environment; Controlling and supporting live events during a live exercise; Supervising an exercise with live, virtual, and constructive events; Range Facility Management Support System (RFMSS); Marine Corps Reference Publication (MCRP) 7-20A.1 (Training Plan Design) and 7-20A.2; Battle Simulation Center coordination and Live, Virtual, Constructive (LVC) resource integration; One or more of the following capability domains is highly desirable: Information Operations (IO), Electronic Warfare (EW), Joint Terminal Attack Controllers (JTACs), Surface-to-Air Weapons/Missiles (SAW/SAMs), and/or Marine Corps modeling and simulation platforms including MAVEN.
