Operations Research Analyst

The primary purpose of this position is: to serve as a senior US Special Operations Command (USSOCOM) analyst, providing professional and scientific expertise in performance of work requiring knowledge and application of engineering, mathematics, statistical analysis, modeling/simulation, and/or other scientific principles, methods, and techniques. In order to qualify, you must meet the basic requirements and specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT GS-0854/0855: GS-1515: GS-1550: YOU MUST SUBMIT TRANSCRIPTS SPECIALIZED EXPERIENCE Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge and mastery of one or more specialized areas of engineering, mathematics, statistical analysis, modeling/simulation, and/or other scientific concepts sufficient to apply new analytical developments, methodologies, and research findings to broad studies of an unprecedented nature. Knowledge of advanced, engineering, analytical, mathematical, or statistical theories, principles, concepts, methods, and techniques to provide expert judgments concerning the validity of assumptions made and the criteria to evaluate alternatives. Coordinating extensive projects in assigned areas of responsibility. Projects are characterized by high visibility, unusual urgency, or program criticality. Identifying actual or potential problem areas, trends, and/or similar factors to improve SOF program operations and management systems. Use advanced techniques and the modification and extension of theories, precepts, and practices of operations research and related sciences and disciplines. Design, build, and use very complex, sophisticated models to simulate real-world environments of many variables. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs) Professional knowledge and mastery of a broad range of engineering, mathematics, statistical analysis, modeling/simulation, and/or other scientific concepts, principles, standards, methods, techniques, practices, and procedures. Knowledge of agency, SOF, DoD and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s). Ability to effectively organize and analyze information; produce authoritative reports, position papers, and briefings that are responsive to the specific needs of commanders and senior management officials; present clear and concise findings; and effectively advocate for a position. Skill, judgment, resourcefulness, originality, and ability to foresee the impact of changing technology and in applying analytical and evaluative techniques to identify, investigate, and resolve complex issues or problems. Skill in establishing and maintaining effective relationships, negotiating complex issues, and resolving conflicts based on mature judgment, experience, and recognized professional standing. Knowledge of security procedures to maintain control of classified material. PART-TIME OR UNPAID EXPERIENCE Credit will be given for appropriate unpaid and or part-time work.
