This classification is scheduled to receive a 5% COLA effective July 2027. This recruitment will be limited to the first 25 applicants. The current vacancy is in the Behavioral Health Department. The eligibility list created from this recruitment may be used to fill any current or future vacancies in any Butte County Department. Note: A training and experience evaluation may be utilized to determine an applicant's ranking among qualified candidates. FLSA: Exempt Definition Under general direction, provides oversight and programmatic development, coordination, and implementation for multiple and/or complex information technology programs, activities, and services within the County’s centralized Information Technology Department or a large operating department with highly complex information technology systems and infrastructure; administers short and long-range information technology planning activities; manages the effective use of department resources to improve organizational productivity and customer service; provides complex and responsible support to the Assistant Director of Information Technology; and performs related duties as assigned. Supervision Received and Exercised Receives general direction from assigned management personnel. Exercises direct supervision over supervisory, professional, technical and administrative support staff through subordinate levels of supervision. Class Characteristics This is the second level management classification in the Information Technology Manager series responsible for planning, organizing, reviewing, and evaluating the most complex departmental and/or countywide information technology programs, activities, infrastructure, systems, and services. Incumbents are responsible for performing diverse, specialized, and complex work involving significant accountability and decision-making responsibilities, which include developing and implementing policies and procedures for assigned programs, developing information technology solutions, reporting and program evaluation. Incumbents serve as a professional-level resource for organizational, managerial, and operational analyses and studies. Performance of the work requires the use of considerable independence, initiative, and discretion within broad guidelines. This classification is distinguished from the Information Technology Program Manager in that the latter manages the less complex information technology programs and services of an operating department, or a specific functional division within the County’s centralized Information Technology Department. Plans, manages, and oversees the daily functions, operations, and activities of assigned information technology programs. Participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends within departmental policy, appropriate service and staffing levels; recommends and administers policies and procedures. Participates in the development, administration, and oversight of assigned budgets. Develops and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative, and support systems, and internal reporting relationships; identifies opportunities for improvement and makes recommendations to executive management. Participates in the selection of, trains, motivates, and evaluates assigned personnel; works with employees to correct deficiencies; recommends discipline as required. Assists executive management with special projects as assigned; participates in deliberations to address operational issues as they relate to countywide and departmental information services, and in the development of management recommendations for consideration by executive leadership and the Board of Supervisors. Manages and participates in the administration and maintenance of the assigned department or County’s information services infrastructure; evaluates, selects, and recommends computer purchases; develops long-term information services strategies to plan for and control upgrades and growth; evaluates and recommends new technologies; and encourages innovation among technical staff in the utilization and implementation of ideas and techniques. Provides highly complex staff assistance to the Assistant Director or department head and County operating departments; prepares and presents training, staff reports, and other necessary correspondence related to assigned activities and services; presents reports to various commissions, committees, and boards. Oversees the development of consultant requests for proposals and qualifications for professional services; evaluates proposals and recommends project award; develops, negotiates, and reviews contract terms and amendments; ensures contractor compliance with County and department standards and specifications and time and budget estimates; reviews design documents to ensure technical integrity; reviews and updates deliverables; analyzes and resolves complex problems that may arise. Conducts a variety of organizational and operational studies and investigations; recommends modifications to assigned programs, policies, and procedures, as appropriate. Assists in developing and implements adopted information technology strategic plans, policies, and standards; analyzes and develops business process documentation, and system design and configuration. Oversees portfolio of assigned projects; develops and maintains effective relationships with County departments and users; develops and recommends information technology strategies to meet the County's business needs; identifies and presents potential projects; establishes buy-in and commitment to assigned projects; monitors progress of assigned projects using established benchmarks and metrics; ensures successful project completion and County, department, and user satisfaction. Attends and participates in professional group meetings; stays abreast of new trends and innovations in information technology; researches emerging products and enhancements and their applicability to County needs. Monitors changes in regulations and technology that may affect operations; implements policy and procedural changes after approval. Receives, investigates, and responds to difficult and sensitive problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action. Performs related duties as assigned. Principles and practices of contract administration and evaluation. Procedures necessary to maintain the integrity and security of data and systems. Principles and practices of project management. Principles and practices of developing and maintaining technical documentation, files, and records. Recent and ongoing developments, current literature, and sources of information related to the countywide information technology operations. Applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility. Principles and techniques for working with groups and fostering effective team interaction to ensure teamwork is conducted smoothly. Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and County staff. The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar. Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed. Ability To: Select and supervise staff, provide training and development opportunities, ensure work is performed effectively and evaluate performance in an objective and positive manner. Develop and implement goals, objectives, practices, policies, procedures, and work standards. Provide administrative, management and professional leadership for the assigned division. Manage and monitor systems operational effectiveness, reliability, and security vulnerability, and respond accordingly. Integrate information technology needs of diverse departments with County-wide established information technology systems, infrastructure, and policies, procedures, and standards. Work collaboratively with County staff to identify and implement technology solutions for business process improvements and efficiencies. Recommend, design, develop, and implement new, enhanced, or modified information technology systems. Manage and monitor complex projects on time and within budget. Evaluate and develop improvements in operations, procedures, policies, or methods. Prepare clear and concise technical documentation, information technology procedures, staff reports, and other written materials. Research, analyze, and evaluate new service delivery methods, procedures, and techniques. Analyze, interpret, summarize, and present technical information and data in an effective manner. Conduct complex research projects, evaluate alternatives, make sound recommendations, and prepare effective technical staff reports. Establish and maintain a variety of filing, record keeping, and tracking systems. Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines. Understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures and standards relevant to work performed. Effectively represent the department and the County in meetings with governmental agencies; community groups; various business, professional and regulatory organizations; and in meetings with individuals. Use tact, initiative, prudence and independent judgment within general policy, procedural, and legal guidelines. Effectively use computer systems, software applications relevant to work performed and modern business equipment to perform a variety of work tasks. Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax. Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work. Education and Experience: Any combination of training, experience and educational degrees that would provide the required knowledge, skills, and abilities is qualifying. Substitutions will be made on a year for year basis. A typical way to obtain the required qualifications would be: Bachelor’s degree from an accredited college or university with major coursework in information technology management, computer science, business or public administration, or a related field; and Seven (7) years of increasingly responsible experience in developing, administering, and implementing information technology programs specific to specialty area assigned, including four (4) years of supervisory experience. Certifications and Licenses: Must possess a valid US driver’s license upon date of application. Must obtain California driver’s license following hire date per California DMV regulations. PHYSICAL DEMANDS Mobility to work in a standard office and use standard office equipment, including a computer; to operate a motor vehicle to visit various County sites; primarily a sedentary office classification although standing in and walking between work areas may be required; occasionally bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information; ability to lift, carry, push, and pull materials and objects up to 50 pounds with the use of proper equipment. Vision to read printed materials and a computer screen. Hearing and speech to communicate in person and over the telephone. Finger dexterity needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. WORKING CONDITIONS Office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. EQUIPMENT AND TOOLS UTILIZED Equipment utilized includes personal computer, fax machine, standard office equipment, small hand tools, and motor vehicle. Disaster Service Worker All Butte County employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect.
