Senior IT Project Manager

Job Overview


We are seeking a highly experienced Senior IT Project Manager to lead complex technology initiatives within a state or local government environment. This role requires full ownership of projects spanning software implementations, infrastructure modernization, and enterprise technology deployments . The ideal candidate is a hands-on leader who has successfully served as the sole or lead project manager on large, multi-stakeholder initiatives and thrives in structured, compliance-driven environments.

• Lead the full project lifecycle: initiation, planning, execution, monitoring, control, and closure.
• Serve as the Sole or Lead Project Manager accountable for scope, schedule, budget, risks, and deliverables.
• Manage software and application development projects using a formal System Development Life Cycle (SDLC).
• Oversee implementation of COTS, MOTS, and XaaS solutions, including vendor coordination and contract deliverables.
• Lead network, operational, and client infrastructure projects (device refreshes, OS upgrades, hardware/software deployments, AV/network installations).
• Develop and maintain detailed project schedules in Microsoft Project, ensuring dependencies and milestones are tracked.
• Facilitate structured risk and issue management processes (identification, mitigation, escalation, reporting).
• Coordinate and communicate effectively with stakeholders, departments, vendors, and business units.
• Prepare project documentation, status reports, and executive-level communications.
• Utilize Microsoft Excel, Visio, and analytical tools for reporting, analysis, and process documentation.
• Ensure compliance with state and local government policies, standards, and governance processes .

• 10+ years of Project Management experience across all phases of the project lifecycle.
• 7+ years serving as a Sole or Lead Project Manager .
• 5+ years managing technology software/application projects following SDLC.
• 5+ years as a Sole Project Manager for COTS, MOTS, or XaaS implementations .
• 5+ years leading infrastructure/operational IT projects (networking, cabling, AV, OS upgrades, hardware/software deployments, device refreshes).
• 5+ years as a Sole or Lead Project Manager in state or local government environments .
• 5+ years of hands-on experience with Microsoft Project for detailed scheduling.
• 5+ years using Microsoft Excel, Visio, and analytical tools .
• 5+ years facilitating structured risk and issue management processes.
• 5+ years coordinating multiple stakeholders and cross-functional business units .

• Strong leadership, communication, and organizational abilities.
• Experience managing vendor relationships and third-party implementations.
• Ability to work independently in highly regulated environments.
• PMP or equivalent project management certification (preferred)
