Position Overview

Cardinal Point Security Group, Inc., a Certified Veteran-Owned Small Business (VOSB) and leading provider of professional security services, school safety training, risk assessments, and security consulting throughout Pennsylvania, is seeking an experienced Grant Writer Consultant to support Pennsylvania organizations pursuing state-funded security and safety grants.

This independent contractor position will focus primarily on assisting eligible Pennsylvania entities with preparing and submitting competitive grant applications through state agencies, including school safety, security, and other applicable funding programs.

The ideal candidate will have demonstrated experience writing successful Pennsylvania state grant applications, preferably involving state agency funding, school safety initiatives, nonprofit organizations, and security improvement projects.

This is not a full-time or permanent employment position. Consulting services will be engaged on an as-needed, project-by-project basis, depending on client needs, available funding opportunities, and application deadlines.

Key Responsibilities

Grant Research and Funding Opportunities

• Identify and evaluate relevant state agency grant opportunities for eligible Pennsylvania organizations.
• Monitor state agency grant announcements, application periods, eligibility requirements, and submission deadlines.
• Assist clients in determining eligibility and aligning proposed projects with available funding priorities.
• Provide guidance regarding eligible expenditures for security personnel, safety assessments, training, equipment, and related security improvements.

Grant Development and Writing

• Prepare professional, accurate, and compelling grant applications tailored to the requirements of specific state agency funding programs.
• Develop project narratives, needs assessments, statements of justification, goals, objectives, and measurable outcomes.
• Assist in preparing grant budgets, budget narratives, and supporting documentation.
• Collaborate with Cardinal Point representatives and client organizations to gather required information and project details.
• Ensure grant applications comply with applicable state agency guidelines, requirements, and submission procedures.
• Review and edit applications for completeness, accuracy, clarity, and competitiveness before submission.

Client Coordination and Application Support

• Work directly with Cardinal Point's designated representatives and participating client organizations throughout the grant development process.
• Provide guidance regarding documentation, project scope, funding requests, and application requirements.
• Assist clients with navigating applicable electronic grant submission systems.
• Support timely completion and submission of grant applications by the responsible applicant organization.
• Provide clarification or revisions when requested by the funding agency during the application review process.

Post-Submission Support

• Assist with grant-related follow-up questions and requests for additional information.
• Provide limited post-award documentation or reporting support when separately requested and agreed upon.
• Maintain appropriate confidentiality regarding client information, funding requests, and grant applications.

Required Qualifications

• Demonstrated professional experience in grant writing, grant development, or grant consulting.
• Experience preparing applications for Pennsylvania state government funding programs.
• Strong knowledge of state agency grant programs, application processes, and funding requirements, or directly comparable experience.
• Excellent written communication, research, organizational, and project management skills.
• Ability to independently manage multiple deadlines and complete assignments with limited supervision.
• Experience developing grant budgets, narratives, and supporting documentation.
• Proficiency with Microsoft Office and electronic grant application platforms.

Preferred Qualifications

• Proven record of successfully securing state grants or similar Pennsylvania state funding.
• Experience working with Pennsylvania public schools, charter schools, private schools, nonprofit organizations, municipalities, or other eligible applicants.
• Familiarity with Pennsylvania school safety and security funding initiatives.
• Understanding of physical security services, school security personnel, safety assessments, emergency preparedness, and security-related training.
• Existing familiarity with grant application and administration systems.
• Experience working independently as a grant writer or consultant.

Consulting Arrangement

This position is structured as an independent consulting relationship rather than traditional employment.

• As-Needed Engagement: Assignments will be offered based on available grant opportunities and client demand.
• Project-Based Work: Each assignment will have a defined scope of services, deliverables, and completion timeline.
• Flexible Schedule: The consultant will independently manage work schedules while meeting established grant deadlines.
• Remote Work: Most assignments may be completed remotely, with occasional virtual meetings involving Cardinal Point personnel or clients.
• Compensation: Fees will be negotiated and agreed upon before each engagement.
• No Guaranteed Workload: Cardinal Point does not guarantee a minimum number of projects, assignments, or consulting hours.

The consultant will be expected to operate as an independent contractor under a mutually agreed-upon consulting services agreement.
