STEMBoard is seeking an experienced Contractor Program Manager (CPM) to support the National Geospatial-Intelligence Agency (NGA) under the Integrated Mission and Unified Acquisitions (IMUA) GEOINT Ground program. The IMUA GEOINT Ground effort provides NGA with lifecycle acquisition, business operations and program management, and financial/budget management support. The program is designed to provide flexible and responsive support to NGA mission requirements.

The CPM will serve as the primary contractor point of contact with the IMUA Program Office and will provide program-level oversight across contract performance, personnel, schedules, financial reporting, security requirements, training, and contract modifications. The CPM will work closely with the Government Program Manager and Contracting Officer’s Representative (COR) to identify and communicate risks, issues, and resolution plans while ensuring successful execution of contract requirements.

Responsibilities:  

• Serve as the primary contractor POC with the IMUA Program Office.
• Oversee contract performance, schedules, staffing, personnel, training, security deliverables, and modifications.
• Monitor financial performance, including contract expenditures and burn rate.
• Maintain regular communication with the Government PM and COR.
• Identify and communicate significant program risks and issues and develop/track resolution plans.
• Maintain program-level knowledge of relevant NGA programs, projects, and activities.
• Support preparation of monthly financial, staffing, and activity reports.
• Support quarterly program management reviews with Government leadership.
• Provide oversight of contractor personnel performance and staffing.
• Support development and maintenance of the Program Management Plan and Quality Control Plan.
• Support contract transition activities and ensure continuity of mission support.

Required Skills and Experience:

• Bachelor's Degree in a Business-related field and ten (10) years of Program Management experience with demonstrated ability to lead contracts of similar scope and complexity; OR Master's degree in a Business-related field and seven (7) years of Program Management experience with demonstrated ability to lead contracts of similar scope and complexity; experience managing programs/projects within the Department of War (DoW) and/or Intelligence Community (IC) is desired.
• Active TS/SCI clearance.
• Independent decision-making authority over program budget, schedule, and risk.
• Experience coordinating with multiple government stakeholder organizations or agencies on a single program.
• Demonstrated experience directly supervising personnel, including subordinate leads (e.g., Deputy Program Manager), employees, and subcontractors.
• Demonstrated experience managing programs or contracts with personnel or performance locations distributed across multiple geographic sites.
• Experience managing multi-million dollar program budgets and/or multiple funding streams (e.g., O&M, RDT&E).

 

Desired :

• PMP certification or comparable project management certification is desired.
• Experience managing programs/projects within the Department of War and/or Intelligence Community, is desired.
• Previous or current experience supporting any of the following NGA PEO GEOINT Ground (PG) offices/divisions is desired: Dissemination and Access Program Office (PGA), Needs and Collection Office (PGC), Data Management Technologies Office (PGD), Sensitive GEOINT Integrated Program Office (PGG), International Solutions Office (PGI), Sensor Integration (PGS)
• Previous or current experience supporting any of the following NGA Commercial Operations (SC) offices/divisions is desired: Commercial GEOINT Discovery and Assessments Office (SCD), Commercial Requirements Office (SCR)
• Previous or current experience supporting NGA’s Source Operations Group (SX) offices/divisions is desired including SIX, SXM, SXS, and SXZ.
• Experience leading a Program Management Office (PMO), including oversight of multiple concurrent projects or workstreams within a single program or contract, is desired.
• Experience supporting contract transition-in/transition-out activities is desired.
• Experience implementing staffing or retention strategies in a high-turnover program environment is desired.
