The Virginia Racing Commission (VRC) regulates horse racing conducted with pari-mutuel wagering, advance deposit account wagering, historical horse racing, and the Virginia Breeders Fund within the Commonwealth, safeguarding public trust and ensuring accurate revenue collection and financial integrity across all licensed activities. The VRC's investigative function exists to uphold these objectives through effective compliance oversight, internal controls, and comprehensive fieldwork spanning the Commission's full regulatory scope and its licensees. About the Position
The Lead Investigator reports to the Director of Enforcement and Compliance. This role is responsible for conducting background checks, site visits, interviews, and all aspects of investigative fieldwork across all activities regulated by the Virginia Racing Commission under Title 59.1, Chapter 29 of the Code of Virginia and Title 11, Agency 10 of the Virginia Administrative Code. This includes horse racing conducted with pari-mutuel wagering, advance deposit account wagering (ADW), historical horse racing (HHR) terminals and facilities, and the Virginia Breeders Fund and related equine incentive and breed-development programs, as those programs are developed and expanded. Investigates suspected incidents of illegal activity, fraud, licensing violations, or other regulatory noncompliance across these program areas. Findings directly inform licensing decisions and potential enforcement actions, ensuring that only qualified and trustworthy entities operate within Virginia's racing and gaming environment.
Flexibility in work schedule is required. This position will include weekend assignments during racing season and may require work on certain holidays based on operational demands.
Minimum Qualifications
• Familiarity with investigative procedures, from evidence collection to interview techniques.
• Keen observation and detail-oriented approach, with the ability to interpret complex financial or legal information.
• Strong interpersonal abilities to conduct interviews, build rapport, and effectively communicate investigative findings.
• Proficiency in technology relevant to investigations (databases, surveillance equipment, etc.).
• Integrity and discretion in handling sensitive or confidential data.
