Director Of Finance
The Director of Finance supervises the accounting functions of The Arc Fresno Madera while also providing oversight of all operations related to finance. The Director of Finance assists the Executive Director with all strategic and tactical matters as they relate to budget management, cost/benefit analysis, forecasting of needs, and the securing of new funding.
Essential Duties and Responsibilities:
- Supports the Executive Director in achieving its mission and major strategic goals as they relate to finance.
- Oversees and manages the day-to-day operations of the accounting department, including workflow, individual staff performance, and monitoring of assignments and follow through.
- Train new staff, both inside and outside of the accounting department, regarding the financial aspects of the agency and of their jobs.
- Ensures the agency's compliance with all pertinent State/Federal laws and regulations as well as Generally Accepted Accounting Principles.
- In conjunction with Human Resources Director ensures working individuals are paid in full compliance with Federal DOL. and State DLSE. requirements and standards.
- Assist the DVS and Executive Director with draft budgets and projections for new projects and contracts.
- Analyze proposed contracts and provide advice/modifications as needed to the management team.
- Oversee the agency's purchasing policies and procedures to assure safeguarding of The Arc assets and adherence to legal and standard business practices.
- Implement and manage the system of internal controls so as to prohibit any possible mishandling of agency assets and cash.
- Manage the budget process; assist management staff in revenue projections, assure timely development of annual budgets for board review and approval, and explain details of such to the management team and the Board of Directors.
- Coordinate, manage, and personally execute the agency's fiscal reporting requirements as these pertain to government, private business, and funding agency requirements.
- Assure that staff and client payrolls are met consistently, accurately, and per legally established schedules and requirements.
- Attend Board of Directors meetings, provide summary reports at each meeting, and serve as the lead staff member on the Board Finance Committee.
- Monitor all banking activities of the organization; ensure adequate cash flow at all times; and report cash flow status as requested by Executive Director, Board Treasurer, or any other board member.
- Assist the Director of Human Resources by analyzing the cost implications of any proposed changes in staff pay, staff benefits, or modifications or proposed changes to the organizational chart.
- Oversee the timely production of monthly financial operating reports such that they are fully understandable to management and the Board and are of value in making both routine and critical management decisions.
- Assist in the design, implementation, and timely calculations of wage incentives, commissions, and salaries for the staff.
- Oversee accounts payable and accounts receivable, including the collection process; assure that credit obligations are kept current and that payments due from customers are received promptly and completely.
- Oversee the general insurance portfolio and the accredited risk management plan.
- Oversee the maintenance, inventory, and depreciation schedules of all fixed assets as well as vehicles and other movable equipment.
- Ensures that computer network and software are functional at all sites by coordinating with IT team, and purchasing equipment and software.
Required Knowledge, Skills, and Abilities
- Knowledge of nonprofit accounting principles and U.S. Generally Accepted Accounting Principles (GAAP)
- Proficiency with accounting and financial management systems, Microsoft Office applications, particularly Excel, and other technology used for financial reporting, analysis, payroll, budgeting, and data management.
- Principles and practices of financial management, including budgeting, forecasting, financial reporting, cash management, and financial analysis.
- Internal controls, risk management, and accounting policies and procedures necessary to safeguard organizational assets and ensure accurate financial reporting.
- Financial statement preparation and the annual independent audit process.
- Principles of effective leadership, staff supervision, and management practices.

- Recognize and be responsive to the needs of all clients of the organization, including funding organizations, The Board of Directors, local community advocates, participants, and employees.
- Supervise accounting staff, including regular progress reviews and plans for improvement.
- Communicate effectively in both written and verbal form.
- Assume a leadership role in meetings and on various projects.
Education :
- Bachelor's degree in Accounting, Finance, Business Administration, or a related field; equivalent relevant work experience may be considered.
- Master's degree in Accounting, Finance, Business Administration, or a related field preferred.
- Certified Public Accountant (CPA) designation preferred.
- Completion of a bachelor's degree at an accredited college or university, or equivalent work experience.
- Completion of a master's degree at an accredited college or university or equivalent work experience (desirable).
- Certified Public Accountant (CPS) preferred.
Experience:
- Leadership role preferred.
- Five to seven years of progressively responsible accounting and financial management experience, including oversight of day-to-day financial operations.
- Experience in a nonprofit/501(c)(3) environment preferred.
- Experience with organizations of comparable size and complexity preferred.
- An equivalent combination of education and experience may be considered.
- Prior experience as a Controller, Director of Finance, or similar senior financial. Prior service as a Controller or Director of Finance (desirable).
- Five to seven years of financial experience and management experience with the day-to-day financial operations of an organization of at least 50 staff persons.
- Two years of direct service delivery experience working in a 501 C (3) environment (desirable).
- Any equivalent combination of education and experience determined to be acceptable.
