Phlebotomy Technician – FCC Hazelton, WV

• Estimated Period of Performance: 01 October 2026 to 30 September 2026, with four
• additional 12-month option years.
• Total Compensation: $24.17 per hour
• Paid Time Off per Year: Up to 80 hours per year, occurring on day one.
• Sick Leave per Year: Up to 56 hours per year, occurring on day one.
• Paid Federal Holidays: Eleven (11) Paid Federal Holidays

Summary of Duties
The Phlebotomy Technician will provide community-standard Phlebotomy services to inmates, including collecting blood, urine, and other samples such as DNA collection. This includes assisting with vaccination programs and updates to PPD testing. Responsibilities include assisting clinical staff with patient flow by recording vital signs, scanning lab results into BEMR, and organizing, scheduling, and performing laboratory studies and specimen collection for routine care, in-processing, vaccinations, DNA procedures, and PPD updates.

Working Hours
The weekly schedule will normally consist of one 7.5-10-hour session per day, Monday through Friday, excluding Federal Holidays. Work hours will normally be between 0600 and 1800, with a 30-minute unpaid lunch break. The Phlebotomy Technician shall not be paid overtime or work more than 40 hours per week.

Qualifications

• The Phlebotomy Technician shall have valid certification to practice as a Medical Assistant, Laboratory Assistant, Emergency Medical Technician, or Phlebotomist.
• The Phlebotomy Technician must be Cardio-Pulmonary Resuscitation (CPR) certified, in accordance with the American Heart Association or American Red Cross.
• At least one (1) year of experience.

Attire
The Phlebotomy Technician is expected to wear professional attire appropriate to the correctional environment while on duty; business attire or scrub-type uniforms are approved. No articles of clothing worn by the contract employee will be of a khaki tan, khaki green, tan, dark green, gray, orange, or camouflage color or pattern. Footwear will be closed-toe, flat-bottom, and completely cover the feet; fluid resistance and non-slip soles are preferred. Protective vests will be supplied by the institution.

Duties and Responsibilities

• Organize, schedule, perform, and process laboratory studies and specimen collections, including A&O in-processing, DNA collection, vaccination programs, and PPD testing updates.
• Collect, prepare, package, and transport laboratory specimens in accordance with contract requirements and BOP Reference Laboratory guidelines.
• Ensure laboratory requests are completed accurately, and all laboratory reports are received, reviewed, and uploaded into the Bureau Electronic Medical Record (BEMR).
• Notify laboratory providers in a timely manner.
• Assist physicians, mid-level providers, nurses, and other clinical staff with patient flow by obtaining vital signs, measuring patient weight, and uploading laboratory results into BEMR.
• Follow all standard infection prevention and control protocols.
• Assist with patient discharge and ensure patients understand follow-up care instructions.
• Clean, sterilize, maintain, and perform minor troubleshooting of laboratory equipment; report defective equipment for corrective action.
• Maintain adequate laboratory and clinical supply inventories and notify appropriate personnel when supplies require replenishment.
• Ensure instruments and unauthorized items are properly secured and not left in patient care areas during non-patient care hours.
• Assist with medical record audits and quality reviews.
• Coordinate with Bureau of Prisons (BOP) and contract reference laboratories, support CLIA recertification activities, and assist the Health Services Administrator (HSA) and Clinical Director with developing and implementing laboratory policies and procedures.
• Perform clerical and administrative support duties, including use of institution-specific computer systems such as SENTRY.
• Maintain working knowledge of the Health Services Manual, laboratory procedures, and institutional policies, and ensure the Laboratory Procedure Manual remains current.
