The Governor’s Office of Emergency Services (Cal OES) is recruiting for a permanent, full-time Analyst I to provide analytical administrative support to the NorCal Warehouse Operations team located in Dixon, CA. Under the direction of the Program Manager I, the incumbent will analyze warehouse workflows, manage asset tracking software, conduct data validation, and research policy options to improve program efficiency. This position requires high confidentiality, strong written communication skills, and the agility to effectively balance everyday tasks with urgent, short-term assignments during emergency activations and day-to-day operations.

Working Conditions

This position is located in Dixon, Solano County.

Hybrid Telework : This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.

DMV Pull Program : Participation in the DMV Pull Program is required. The position(s) require(s) a valid Driver’s License (DL). You must answer the questions addressing your DL on your application. Ensure you provide your DL number, class, expiration date, and any endorsements and/or restrictions.

• Analytical & Data Integrity: Ability to analyze data sets to ensure accuracy, identify warehouse operational trends, and perform regular reconciliation of records or inventories.
• Systems Proficiency: Experience utilizing Smartsheet and the Microsoft Office Suite (Word, Excel, PowerPoint, Teams), as well as tracking databases, to manage, chart, and report on assets, workloads, or operational information.
• Process Optimization: Ability to evaluate warehouse operating procedures or workflows, identify bottlenecks, and recommend process improvements to increase efficiency.
• Reporting & Communication: Experience developing formal reports, policy memos, or correspondence to communicate operational metrics and administrative issues to management.
• Operational Agility: Ability to manage workloads and shift priorities effectively to meet frequent short-term tasks, strict deadlines, or emergency response demands.
• Compliance & Quality Control: Experience performing quality control checks or document reviews to ensure warehouse operations comply with strict state and federal policies, laws, and standards.
• Collaborative Coordination: Strong interpersonal skills with the ability to maintain cooperative relations and coordinate effectively with diverse internal teams, consultants, and external agency partners.
