Data Base Programmer/Analyst

Consults with users to identify current operating procedures and clarify program objectives. Develops database from project specifications and statement of problem and procedures to create or modify computer data base programs applying knowledge of programming techniques and computer systems. Plan, coordinate, and implement security measures to safeguard computer databases.


Knowledge and Skill sets include Oracle, DB2, Sybase, ADABAS, SQL Server, Informix, Linux, and decision support systems such as COGNOS, and BOA. Coordinate changes to computer databases, test and implement the database applying knowledge of database management systems.


Prepares or receives from Data Base Analyst flowcharts and diagrams to illustrate sequence of steps program must follow and to describe logical operations involved.

• 1. The Colorado Department of Education (hereafter referred to as "CDE" or "the Department") is seeking an on-site, qualified Data Base Programmer/Analyst for Information Management System's development teams. This is a staff augmentation to support the reengineering and implementation of CDE organization and school directory dimensions.
• 2. This engagement includes designing, implementing, conversion and validating the reengineering of the current CDE organization and school directory dimensions.
• 3. In addition, this work may involve additional work associated with the staging of data for Tableau and Cognos reporting purposes.
• 4. This initiative is critical for IMS support of CDE Tableau and Cognos reporting. We need a data warehousing expert that, can quickly ramp up on the CDE environment, understands the work needed, can do the work, can communicate to others how to do the work, and support IMS in the effort to independently support the organization and school dimensions at CDE.
• 5. We need explanations and documentation throughout. This includes any supporting tools, hardware and software configurations using best practices in all areas.
• • 1. This position administratively reports to the Business Intelligence Supervisor, Kevin Smith.
  • 2. The Contractor shall work closely and collaboratively with Department's Business Intelligence Supervisor, Data Warehouse Manager, and Architect, to discuss suggestions or issues as they occur and incorporate suggestions or guidance from the Department while performing the work described within this Statement of Work and the purchase order. The Department may, at its sole discretion, use other contractors to perform activities related to this project.
  • 3. The Contractor shall be required to work at the Colorado Department of Education's main office located at 201 E. Colfax Ave, Denver, CO 80203.
  • 4. The Contractor shall coordinate and prioritize all work to ensure that all deliverables and deadlines are met.
  • 5. The Contractor shall employ an internal quality control process to ensure that all deliverables are complete, accurate, easy to understand, and of high quality.
  • 6. The Contractor shall provide deliverables that, at a minimum, are responsive to the specific requirements, organized into a logical order, contain no spelling or grammatical errors, formatted uniformly, and contain accurate information and correct calculations.
  • 7. Contractor shall submit each deliverable to the Department's Project Manager (or designee) for review and approval.
  • 8. The Contractor shall retain all work papers generated for reference through the duration of the project and project acceptance.
  • 9. The Contractor shall participate in the review and revision process, until the Department provides written acceptance of the deliverable.
  • 10. The Contractor shall provide copies of any supporting documentation to the Department upon request of the Department and without charge.
  • 11. The Contractor shall respond to all telephone calls, voicemails and e-mail inquiries from the Department within one (1) business day.
  • 12. The Contractor shall enable all Contractor staff to exchange documents and electronic files with the Department staff in formats compatible with the Department's systems by supplying a laptop. The Department currently uses Microsoft Office 2013 for PC and is migrating to Office 365.
  • SECTION 2.0 PROJECT REQUIREMENTS
    • 1. The Contractor shall assist CDE in reviewing a data model and implementing a new solution to the existing organization and school directory dimensions in CDE's data warehouse and reporting environment.
    • 2. Design and develop code to create conversion code to migrate data from existing school directory dimensions to the newly designed school directory dimension.
    • 3. Validate the new dimensions and work with the data warehouse and reporting teams to migrate the new dimensions into existing processes.
    • 4. Submit detailed status reports or participate in weekly status meetings as required by the Department during the engagement.
    • 5. Attend required meetings with the required project stakeholders as directed by the Department. These meetings will be scheduled by a Department employee. All questions and communication should go through the Business Intelligence Supervisor, Kevin Smith or the Data Warehouse Manager, Dan Pappas. If Kevin and Dan are not available they will recommend a Department employee for the communication.
    • 6. Alert the Business Intelligence Supervisor and/or Department's Data Warehouse Manager, when issues or potential risks are encountered that will affect the project.
    • 7. Provide documentation to the Business Intelligence Supervisor and Data Warehouse Manager. This documentation must provide details on the work provided and at a level a Department employee can use the information in order to support the work at the end of the contract.
  • SECTION 3.0 Qualifications
    • 1. A minimum of eight (8) years' experience and knowledge of development experience as an Informatica and PL/SQL developer working in an Oracle environment including (but not limited to) the following:
      • 1.1. Architecture and Design
      • 1.2. Data Modeling
      • 1.3. Data Warehouse Design (working knowledge of Star Schema, surrogate keys, primary and foreign key relationships, etc.)
      • 1.4. Developing new mappings, transformations, and workflows using Informatica
    • 2. At least eight (8) years of development experience with complex SQL queries.
    • 3. Demonstrated experience with Data Warehousing and Business Intelligence Architecture concepts (including database design, data modelling, data flow diagrams).
    • 4. Experience with gathering requirements from users. This could include Face-to-Face meetings and interviews, and/or virtual meetings, and/or a combination of both. Also, The ETL Developer may need to do some data modeling design sessions to help the requirements to be more accurately defined by the business users.
    • 5. Availability and flexibility to work nights and weekends as required by the implementation to reduce impact to CDE operations. As with many technology implementations, some of the work often has to be done in off hours as it often requires system outages.
    • 6. A bachelor's degree in area of specialty (or equivalent experience), and 8 years or more experience in the field or in a related area.
    • 7. Contractor shall be required to pass a criminal background check.
    • 8. Preferred Experience:
      • 8.1. Experience developing process diagrams, data flow diagrams, and spreadsheets with "data elements" mappings.
      • 8.2. Working knowledge and experience with Cognos and/or Tableau developer
      • 8.3. (3 or more years) State and government experience: a general understanding and familiarity of CDE infrastructure.
