Director of Finance

Responsible for providing professional accounting services to the Finance Department by managing the financial system, maintaining general ledger control, and providing direction in the system's payroll, accounts payable and receivable, and grant management areas. Prepares necessary financial reports to meet external requirements and/or internal needs.

Oversees the functional areas to include division payroll, grants and contracts, accounts receivable, cash receipts, accounts payable, procurement, fixed assets, record retention, school activity accounting, risk management, general accounting, and financial management/reporting. Supervises the functional areas of Payroll, Accounts Payable, and other accounting areas, ensuring that accounting transactions are handled in such a way as to ensure efficiency and are performed in accordance with generally accepted accounting practices and according to local, state, and federal laws and regulations.

Prepares necessary governmental (local, state, and federal) and other financial reports, including but not limited to the Superintendent's Annual School Report (ASR), Individuals with Disabilities Education Act (IDEA) Maintenance of Effort (MOE), Individuals with Disabilities Education Act (IDEA) Excess Costs Report, Required Local Effort & Required Local Match (RLERLM). Student Records Collection Financial Certification (SRC), Va Public School Authority Reimbursement Process (VPSARP). Responsible for the preparation of financial reports for various officials, fulfills financial reporting requirements, including federal and state requirements, and supervises compliance management.

Assists the Superintendent with the development, direction, and recommendations regarding policies, practices, plans, procedures, and activities across all areas of responsibility, ensuring that all fiscal issues and financial support services are conducted in accordance with applicable laws and regulations. Management of the fiscal and accounting functions, with authority for operational accounting and financial reporting. Oversees the administration and controls for all school activity fund statements and transactions. Provides technical assistance to schools, departments, and staff. Provides accurate, timely forecasts of revenue from all sources and realistic projections of expenditures.

Analyzes and reconciles periodic trial balances, including reconciling sub-ledgers to the general ledger and researching/correcting discrepancies. Processes journal entries for budget, payroll, non-payroll, and revenues. Maintains general ledger control in accordance with Government Auditing Standards and local, state, and federal laws/regulations. Oversees and integrates the accounts receivable function to ensure the proper processing of various revenues such as general operating, cafeteria, capital projects, and other agencies. Coordinates cash management with the County Treasurer.

Reconciles weekly school cafeteria deposit funds and submits the revenue transmittal to the County Treasurer's Office. Reconciles payroll and accounts payable checks with financial accounting software and submit the expenditure transmittal to the County Treasurer's Office. Arranges for annual audits of School Board financial records. Works with auditors, including preparing schedules, journal entries, accounting analyses, and other work as necessary. Performs similar functions on other audits as required. Coordinates School Activity Fund Audits. Works as a liaison between the school bookkeeper and auditors to ensure schedules and records are delivered in a timely manner.

Assists the Superintendent in preparing the annual budget, including forecasting and reviewing revenue and expense accounts. Monitors budget compliance. Works closely with the directors and school administration to identify and correct potential budget problems. Prepares budget adjustments as necessary for presentation to the School Board and appropriation by the governing bodies. Reviews monthly expenditures and revenue reports to determine budget status. Conducts special studies and prepares reports as required, such as determining the cost of programs and alternatives, and evaluating the cost-effectiveness of equipment or programs. Attend local governmental meetings with the Superintendent when required for budget matters.

Refine and establish an accurate program of accounting and financial control to record in detail all monies, receipts, disbursements, and balances. Provide accurate and clear financial reports to all appropriate parties on a regular and frequent basis. Prepare accurate and timely financial reports for all appropriate agencies and governing bodies. Maintains appropriate records on bonded indebtedness, debt services, etc. Assists in the requirements necessary for bond financing. Secures the required bonding on School Board employees. Assists in the determination of fiscal compliance with the Standards of Quality. Stays informed of current educational trends and programs for school finance. Responsible for the records management of all finance department documents. Virginia Retirement System manager backup. Manage employee benefits medical insurance & voluntary deduction vendors. Assist the Superintendent with the insurance renewal process. Assist Human Resources with available funding for the hiring process. Approve all purchase requisitions and ensure proper documentation and accounting policies are met, and funding is available. Assists the Superintendent in authorizing the building principals' requested purchases. Responsible for maintaining capital assets inventory. Responsible for invoicing outside organizations/individuals for services. Responsible for reimbursement submission for certain grants, including but not limited to the Department of Criminal Justice (DCJS). Security Equipment Grant, Gear Up Grant, & Alternative Education Grant. Responsible for the receipt of all funds, including electronic deposits. Maintain accurate monthly balances and transfers with the county financial department. Serve as the school board representative for sealed bid openings. Work with Payroll to issue and update employee contracts. Issue and manage banking credit cards for the division. Create/Review/Revise any policies pertaining to the financial operations of the school system. District Administrator for local banking accounts, including school activity fund accounts. Manage Petty Cash Fund. Assist the Clerk with the management of the School Board Members' Fund. Administrator for MySchoolBucks account. Division Online Management of Grant Award (OMEGA) approver for federal funding reimbursements and transfers, ensuring expenditures are reconciled correctly with the financial accounting system. Local Department of Education Single Sign On Web System (SSWS) Backup Administrator. Notary Public in Virginia. Performs related duties as assigned by the Superintendent in accordance with the school/division policies and practices.

Minimum Qualifications: Extensive experience in K-12/public school division finance highly preferred (minimum of 3 years) Experience in Accounts Payable and/or Employee Payroll required (experience with both highly preferred) Bachelor's degree in Finance or Accounting highly desirable Ability to supervise finance department employees and effectively communicate and collaborate with multiple varied stakeholders required Ability to establish goals and work priorities that impact the day to day operations of the school division required. Ability to maintain confidentiality regarding employee personal financial information required.
