Business Systems Manager

The Fremont Information Technology Services Department is recruiting for the position of Business Systems Manager. The Information Technology Services (ITS) Department supports and enhances computer, telecommunications, enterprise applications, cybersecurity readiness, and mapping systems for the City. The ITS Department is committed to providing outstanding customer service by being transparent, adaptive, and responsive in meeting customer needs. The ITS Department, in partnership with its customers, assists in planning, selecting and implementing value-added business solutions that fulfill the City’s strategic goals and objectives. IS THIS THE ROLE FOR YOU? The City of Fremont is seeking an experienced and collaborative technology leader to serve as Business Systems Manager within the Information Technology Services Department. This position plays a critical role in supporting the City’s enterprise business applications portfolio and partnering with departments across the organization to identify, develop, and implement technology solutions that improve operational effectiveness and service delivery. DESIRABLE QUALIFICATIONS Personnel Management: Principles and practices related to supervising, evaluating, training, and developing staff. Public Sector Budgeting: How budgets are prepared, managed, and monitored in government environments. Software Development & Programming: Understanding of the software development lifecycle, coding practices, and maintaining complex applications. Database Design: Relational database structure, file organization, and data modeling. Statistical Methods & Business/Public Administration Practices: Knowledge helpful for analysis, reporting, and organizational operations. Organizational Design & Development: Structuring teams, departments, and work processes for effectiveness. Leadership & Team Dynamics: Motivating teams, managing conflict, building consensus, and facilitating meetings. RESPONSIBILITIES Supervises and participates in the analysis and development of major business applications; ensures the effective and efficient operation and maintenance of the applications. Confers with user department staff on converting specific business processes or operations to appropriate technology solutions; conducts feasibility studies. Reduces design projects into component analysis tasks; prepares time estimates and progress reports; prepares final systems design and documentation necessary for programming. Develops and maintains complex software programs. Evaluates, tests and revises vendor supplied software and hardware products; negotiates and confers with representatives of hardware and software vendors. Establishes project management guidelines and control methods and standards. Enforces procedures for controlling work flow and data integrity. Performs or oversees performance of disaster recovery as necessary for applications. Develops specifications for software necessary to support applications. Advises management of the capabilities and limitations of hardware and software. Assists in publishing and maintaining standards for computer hardware and software utilization. Serves as technical advisor to executive management and City staff in the resolution of technical problems. Determines necessity for the provision of outside consulting services. Manages project and division budgets and resources. Assists in the development and monitoring of the department budget, goals and objectives, and work plan. Ensures compliance with legislative, regulatory and judicial mandates, regulations and professional standards. Establishes division policies and procedures. Participates in the selection of staff; plans, assigns, schedules and evaluates the work of assigned staff; develops and implements performance standards; coordinates and implements discipline when necessary. KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of personnel management principles and practices, project management techniques, public sector budget management, systems and procedures analysis, application software development, computer programming, systems scheduling and utilization, IT procedures and controls, relational database design and file structure, statistical methods, business and public administration practices, information technology equipment, management, supervision, training, group dynamics, meeting management, organizational design and development, and leadership, motivation, team building and conflict resolution. Ability to identify and conceptualize information needs, develop programs optimizing computer use within system design constraints; prepare and present comprehensive reports and recommendations regarding complex technical issues; ensure completion of projects in a timely manner; analyze data and problems to identify potential solutions and project consequences; prepare narrative, statistical and technical reports; analyze existing systems, processes, and procedures and modify/develop changes as necessary; plan, organize, and prioritize work assignments; make formal and informal presentations; supervise, train, and evaluate personnel; effectively delegate responsibility; gain cooperation through discussion and persuasion; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work. EDUCATION / EXPERIENCE Any combination of education and/or experience that has provided the required knowledge, skills and abilities is qualifying. Typically, this involves possession of a bachelor’s degree in information systems, computer science, public or business administration or a related field and five (5) years of progressively responsible experience in systems analysis or programming and coding of applications in the public sector, two (2) of which involved supervision and management. A master’s degree is desirable. LICENSES / CERTIFICATES / SPECIAL REQUIREMENTS This classification requires the ability to travel independently within and outside of City limits. Possession of a valid California Class C driver’s license is required. Failure to maintain this license will result in discipline up to and including termination.
