The City of Issaquah is looking for a skilled Capital Projects Manager to deliver facilities capital improvements, including two landmark civic projects: the relocation of City Hall and the remodel of the Issaquah Police Station. These high‑profile initiatives represent a unique chance to leave a lasting legacy in one of the region’s most vibrant and growing communities. In this role, you’ll bring strong leadership, communication, and project management expertise to a fast‑paced Facilities team responsible for delivering critical public infrastructure. Acting as the City’s project lead, you’ll coordinate with internal departments, consultants, contractors, permitting agencies, and community members to ensure successful project delivery from planning through construction. Key responsibilities include budgeting, scheduling, procurement, contract negotiations, consultant oversight, specification review, cost estimating, technical review coordination, and comprehensive management of assigned capital projects. Manage large and/or complex capital facility projects from conception to implementation, including staff relocations, tenant improvements, renovations, remodels, repair and replacement of building systems (mechanical, electrical, roofs, exterior envelope, and interior finishes). Lead multi‑disciplinary teams of City staff from multiple departments, consultants, contractors, tenants, operations and maintenance staff, and other internal and external team members. Develop and oversee construction contracts. Manage quality, schedule, and costs; approve pay requests; review submittals; prepare and negotiate change orders; monitor schedules; and make recommendations for work acceptance in accordance with City policies. Select and supervise consultant teams. Manage consultant performance and work product. Prepare project plans and specifications, analyze project requirements, and prepare cost estimates. Develop and implement community engagement plans for assigned projects as needed to inform, engage, and answer questions from the public, media, and other agencies. Evaluate impacts of assigned projects using the City’s Equity Framework. Make recommendations based on application of the framework and input from diverse voices. Develop and implement systems to track performance measures related to project schedule and budget. Develop and implement standard unit price contracts for repairs and maintenance. Assist in the development of the Capital Improvement Plan, including grant procurement, project scoping, and estimating of individual projects. Establish goals, priorities, policies, and procedures for assigned projects. Present recommendations to coworkers and department director. Represent the City in communications and negotiations with other jurisdictions and agencies, contractors, property owners, and the general public. Respond to sensitive and/or difficult inquiries from elected officials, the Mayor, City administration, or the general public. Conduct field inspections of in‑progress work. Coordinate with inspectors to ensure adequate monitoring of construction. Make presentations to elected and appointed officials, community groups, and the general public on projects. Communicate technical information to non‑technical audiences. Serve as technical expert to other City staff, contractors, developers, and the general public. Bachelor’s degree in architecture, civil engineering, business or public administration, project management, urban planning, construction management, or related field. Five or more years of progressively responsible experience in capital construction project management related to commercial, institutional, or public buildings. Experience with public safety/police projects preferred. Experience with multiple construction project delivery methods, including alternative delivery methods, and the State Capital Projects Advisory Review Board (CPARB) preferred. Project Management Professional certification preferred. Valid WA State driver’s license and a driving record that meets City standards. Ability to obtain Criminal Justice Information Services (CJIS) certification. Or any combination of training and experience that would provide the desired knowledge, skills, and abilities. Knowledge of: Program and project management principles, including scope, schedule, budget management, risk management, quality management, communications, and decision making. Project planning, design, implementation, schedule management, and budget control for complex projects and large budgets. Public infrastructure; asset management; life cycle costing; strong ability to interpret performance metrics as it relates to asset performance. Engineering contract management, including the request for qualifications/proposals process. Public Works construction contracting methods and contract document preparation. Principles, practices, methods, and materials used in the construction of public infrastructure. Current literature, trends, and developments in the area of specialty. Public engagement methods and techniques; the public involvement process, including agenda bills, Council committee, and Council approval process. Principles and practices of construction inspection. Maps, deeds, plats, and plans. Applicable laws, codes, regulations, policies, and procedures. Skill in: Developing and managing cost estimates and project schedules for complex capital projects, while monitoring program expenditures and timelines to ensure effective budget and schedule control. Negotiating contracts and partnership agreements. Obtaining permits and land use approvals. Applying and interpreting codes, contract specifications, permit conditions, and other applicable rules, regulations, and standards. Problem solving, including anticipating problems and creating innovative solutions. Negotiating with contractors, developers, and other stakeholders. Using computers and applicable software programs. Working with Geographic Information Systems, including ArcGIS. Building teams, resolving conflict and negotiation. Ability to: Develop, implement, monitor, and report on all aspects of assigned projects. Manage multiple projects simultaneously within established timeframes and costs. Mediate and/or negotiate contracts, interagency agreements, and regulatory requirements. Effectively apply program and project management principles to manage project scope, budget, and schedule within a multidisciplinary team environment. Prioritize projects and activities within the program in order to meet the overall objectives of the program. Inspect work in progress, identify deficiencies, and gain cooperation from staff, contractors, developers, and consultants in correcting work. Prepare and administer work programs, including monitoring budgets, work schedules, grant requirements, and progress reviews. Mentor, coach, train, and/or supervise professional, technical, and administrative staff. Prepare accurate plans, specifications, cost estimates, and reports. Analyze problems, identify solutions, and predict and minimize risks. Mediate between groups and convey differing opinions for policy makers. Make presentations on complex and/or sensitive issues; communicate technical information to non‑technical audiences. Communicate effectively with elected officials, contractors, City staff, and the general public. Prepare and maintain accurate records and files.
