DVHA Program Consultant

The DVHA Program Consultant Position provides technical, analytical, and consulting work in the Department of Vermont Health Access (DVHA) involving the planning, development, implementation, testing, and continuing assessment of one or more publicly funded health insurance programs and related systems. Work includes providing consultation, coordination, and oversight of program, system, quality assurance, testing, and process improvement activities to support effective, efficient, and compliant program operations. The position assists leadership in coordinating programs, projects, resources, and activities involving multiple stakeholders and competing priorities. Responsibilities include evaluating program and system requirements, operations, risks, quality, and performance; identifying opportunities for improvement; and providing recommendations to support organizational and program objectives. The position may provide leadership, supervision, mentoring, and coordination of staff, project teams, contractors, vendors, and other resources. The position provides technical and analytical consultation regarding quality assurance, testing, system implementation, ongoing operations, and related program activities. Work requires consideration of applicable State and federal requirements and the ability to assess complex information, communicate findings, monitor progress and performance, and support informed decisions regarding quality, risk, and program effectiveness. Duties are performed under the general direction of the Unit Director or a Unit supervisor and involve extensive interaction with other unit directors, Agency of Human Services staff, program managers, technical staff, contractors, vendors, federal officials, and other internal and external stakeholders. The position requires the ability to manage multiple priorities, establish and maintain effective working relationships, communicate clearly with diverse audiences, and exercise sound judgment in addressing complex program, system, and quality issues. Who May Apply AHS BACKGROUND CHECKS: Candidates must pass any level of background investigation applicable to the position. Work is generally performed within the normal office setting. Some means of private transportation must be available for field visits. Work activities during the evening or weekend may occur, and some out-of-state travel may be required. Conflicting opinions relative to the correct application of rules, regulations and policies can be anticipated. Minimum Qualifications Two (2) years or more of experience in a healthcare or health insurance field with experience in either accounting, auditing, federal grants management, business administration or public or health administration. Preferred Qualifications Bachelor's degree AND one (1) year or more of experience in a healthcare or health insurance field.
