Job Description
Open to Internal Candidates Only. Provides semi-skilled labor to repair and maintain gasoline, compressed natural gas, hydrogen fuel cell, battery electric buses, paratransit vehicles and other motorized equipment in compliance with established procedures and maintenance standards to ensure the safety and reliability of the District's fleet vehicles. This is a journey-level classification requiring the successful performance of the majority of assigned job tasks independently and consistent with established work standards and District protocols. This classification reports to the Maintenance Manager and Maintenance Supervisors. Minimal to moderate level of supervision and oversight is required. This classification does not supervise.
Examples of Duties
Core competencies include technical expertise in functional areas, collaboration and teamwork, and ethical public service. Essential functions include repairing and maintaining various types of buses and equipment, performing preventive maintenance inspections, inspecting, diagnosing, and repairing mechanical defects, troubleshooting and repairing vehicle defects, performing routine maintenance and repairs to HVAC systems, performing routine vehicle maintenance repairs, assisting with engine, transmission, and differential replacements/exchanges, assisting with major overhauls of engines and transmissions, performing minor component exchanges, performing routine tire related work, starting up buses daily, performing service calls to repair or clean in-service vehicles, possessing knowledge of the District's Environmental Policy, performing vehicle fueling/cleanliness functions, operating a forklift, using various hand and air powered tools, using electrical test meters, gauges, measurement tools and test equipment, operating a bus to exchange with disabled bus, using a refrigerant recycler, operating dispensers to dispense various oils and greases, operating a fleet car or van to transport employees or clients, operating a service truck to assist in maintenance of buses on the street, using hoists, jacks, and engine hoists to lift buses and vehicle components, operating an air impact gun for tire exchanges, operating tire machines and wheel balancing equipment, operating a steam cleaner to clean engines and vehicle chassis components, operating computers to enter fleet maintenance records, operating buses and other District vehicles in and around the bus yard, shop/garage, and along public right-of-way, troubleshooting and repairing vehicle systems using various diagnostic equipment, complying with the Agency Safety Plan (ASP) regarding maintenance operations requirements, reporting unsafe conditions to management regarding workplace safety compliance, correctly completing required documents related to equipment repairs, parts requisitions and other pertinent maintenance forms and required department records, communicating effectively with drivers, dispatchers and other personnel to promote safe and efficient handling of service calls, vehicle breakdowns and bus exchanges as needed to support bus operations, handling radio communications and coordinating road calls, when required/as needed, keeping shop and work areas clean, picking up parts and materials from vendors, inspecting shop equipment and reporting all unsafe equipment to a supervisor, operating buses and other District vehicles in and around the bus yard, shop/garage, and along public right-of-way, maintaining assigned Maintenance shop equipment, reporting to work based upon assigned shifts which may include early morning, overnights, weekends, and holidays, performing other related duties as assigned.
Typical Qualifications
Education, training, and/or experience: High school diploma or equivalent to graduation from high school (GED). Possess a valid California Driver's License with driving record acceptable to the District, along with three (3) years of driving experience. Prior experience performing auto/bus vehicle mechanic work is highly desirable.
Licenses and/or certificates: Incumbents are required to obtain and/or maintain (renew) the required licensure and/or certification as a minimum requirement to perform the work of Mechanic C. TIA Tire Certification, CNG Tank Certification, Type II Refrigeration License, Forklift Operators Permit. Incumbents must have obtained and must maintain (renew) the required ASE certifications listed below as a minimum requirement to perform the work of Mechanic C. ASE H-4 Transit Bus Air Brake Certification, ASE H-8 Preventative Maintenance and Inspection Certification, Two additional H series ASE Certifications.
Requisite knowledge, abilities, and skill levels: Ability to obtain California Commercial Class "B" Driver's license with air brake and passenger endorsements within 6 months of position appointment. Ability to provide own hand tools and storage cabinet. Ability to obtain and maintain a certificate to operate a forklift. Ability to obtain and maintain a CNG / Hydrogen Tank Inspection Certification. Ability obtain and maintain a T.I.A. Commercial Tire Certification. Must possess and maintain an ASE Transit Bus Air Brake (H4) and Preventative Maintenance (H8) Transit Bus certifications, with two additional H series ASE Certifications. Requisite reading, mathematical, comprehension and written language skills in order to perform the essential requirements of the job. Adequate computer skills and ability to accurately record vehicle maintenance records electronically. Ability to follow instructions from Supervision and comprehend written procedures to complete work tasks. Ability to demonstrate a high degree of determination and commitment to personal and professional development and learning. Knowledge of principles of the mechanics of internal combustion engines. Knowledge of methods, tools, equipment, and materials used in the repair and maintenance of motorized equipment. Knowledge of safe driving practices. Ability to diagnose mechanical troubles and determine appropriate maintenance work. Ability to use shop equipment and tools to make necessary repairs. Ability to operate a forklift to lift and move heavy objects. Ability to use various hand and air powered tools to remove or tighten bolts, screws, fasteners, clamps, hoses and pipes. Ability to use electrical test meters, gauges, measurement tools and test equipment. Ability to operate a bus to exchange with disabled bus. Ability to use a refrigerant recycler to recover, recycle, and charge refrigerant. Ability to operate dispensers to dispense various oils and greases to lubricate equipment. Ability to operate a fleet car or van to transport employees or clients. Ability to operate service truck to assist in maintenance of buses on the street. Ability to use hoists, jacks, and engine hoists to lift buses and vehicle components. Ability to operate an air impact gun for tire exchanges. Ability to operate tire machines and wheel balancing equipment. Ability to operate a steam cleaner to clean engines and vehicle chassis components. Ability to operate computers to enter fleet maintenance records.
Reclassification to Mechanic B from Mechanic C: At the discretion of the department head, Mechanic C incumbents may be eligible for re-classification to Mechanic B contingent upon meeting the licensing, certification and experience required of the department. Mechanic C incumbents may be recommended for reclassification upon meeting the reclassification qualifications of the Mechanic B classification by providing proof of acquiring the professional designations/certificates. The minimum requirements for reclassification consideration, subject to performance review, recommendation and approval of the department director/manager and the CEO, includes the following: A minimum of ONE (1) years of experience at the Mechanic C Level with Golden Empire Transit District AND any THREE (3) ASE Certifications Listed from these ASE Transit Bus Certifications (H Series).

Essential physical tasks and environmental conditions include exposure to extreme heat, extreme temperature swings, extreme noise, explosions, fumes, dust, chemical hazards, risk of eye or skin irritation, extreme cold, sitting, climbing, walking, kneeling, crouching/stooping, squatting, twisting, lifting, carrying, crawling, climbing stairs, using tools, operating motor vehicles, and performing repetitive physical tasks. In the event of a declared emergency or any undeclared emergency or natural disaster that threatens the life, health and/or safety of the public, GET employees may be assigned to assist rescue and relief workers. Such assignments may be in locations, during hours and performing work significantly different from the employees' normal work assignments and may continue through the recovery phase of the emergency. As Disaster Service Workers, all Golden Empire Transit District employees are expected to remain at work, or to report for work as soon as practicable following a significant emergency or disaster.
