Description of Position: Serves as the primary Program Security and Management Officer within Headquarters United States Space Command (USSPACECOM), J6 Digital Superiority Directorate at Schriever AFB, CO.

The incumbent operates independently to administer the directorate's Personnel Security (PERSEC) program while concurrently evaluating complex organizational operations and initiatives. Applies qualitative and quantitative methodologies to develop recommendations, establish procedural guidance, and resolve substantive challenges, ensuring the secure, effective, and efficient execution of assigned command programs and mission capabilities. Fulfills vital command objectives where 51% or more of duty time is in direct support of defense acquisition positions . Completed work and reports are reviewed for feasibility, compatibility with broader command programs, and overall effectiveness in meeting mission goals.

Position Responsibilities:

• Independent Execution and Acquisition Support: Plans, organizes, and carries out assignments independently; conceives and defines solutions to highly complex problems; analyzes, interprets, and reports findings of projects; and guides the technical and programmatic work of team members in comparable junior grades. Spends 51% or more of duty time in direct support of acquisition positions.
• Personnel Security (PERSEC) Administration: Administers the USSPACECOM/J6 Personnel Security program. Develops and implements directorate-level procedural guidance to ensure rigorous screening, verification, and risk mitigation for program access in compliance with higher-level directives. Conducts complex risk assessments and evaluates position sensitivity to determine investigation requirements. Manages the reporting of derogatory information, formulates recommendations to leadership, and coordinates the implementation of final adjudication outcomes to safeguard mission-critical assets.
• Program Security & Subject Matter Expertise: Serves as primary Program Security Officer (PSO) and Subject Matter Expert representing USSPACECOM/J6 in senior leadership engagements. Provides expert guidance to staff on complex policy interpretation and the integration of emerging security systems. Manages the execution of the HQ USSPACECOM Security Education, Training, and Awareness (SETA) program within the J6. Monitors compliance, evaluates training requirements, and recommends procedural enhancements to directorate leadership to fortify the command's security posture.
• Strategic Planning and Resource Optimization: Conducts complex strategic planning, programming, and resource optimization analysis to ensure effective execution of organizational missions. Serves as a key advisor and principal contributor for complex program requirements, developing and integrating plans, budgets, and operational schedules. Collaborates with leadership in fiscal planning, evaluating the cost, risk, and overall effectiveness of complicated services and advanced technologies. Anticipates operational challenges and applies advanced problem-solving techniques to adapt plans to changing environments and optimize multiple project goals.
• Program Evaluation and Workflow Management: Acts as a senior analyst and evaluator, advising management on the overall effectiveness and efficiency of assigned programs and organizational functions. Manages complex project activities, tracking progress and scheduling to ensure successful mission execution. Formulates sound action plans, modifies existing workflows to enhance efficiency, and continuously evaluates plans in response to dynamic operational environments.
• High-Level Liaison and Representation: Acts as a primary liaison between internal staff, external government agencies, military members, and industry partners. Researches, develops, and delivers high-level correspondence, position papers, staff studies, and comprehensive briefings. Represents the organization at conferences and high-level meetings to communicate command positions, facilitate coordination on complex issues, and provide technically accurate, objectively based recommendations.

Desired Skills/Expertise:

• Personnel & Information Security Principles: Knowledge of advanced principles, regulations, and methods governing Personnel Security (PERSEC) and Information Security. Demonstrated expertise in handling, protecting, and maintaining control of TS/SCI/SAP classified materials, and skill in interpreting directives to validate eligibility and ensure adequate security planning.
• Security Program Interrelationships & Analysis: Knowledge of security program interrelationships paired with advanced analytical skills. Capable of evaluating complex alternatives to meet specific security requirements, balancing operational availability, integration with protective programs, and cost/benefit considerations.
• Command & Control / C4 Systems: Knowledge of J6/C4 Systems program goals, operational milestones, and mission capability needs. Skilled in assessing command-level plans, including expertise in acquisition and special operations program execution.
• Qualitative & Quantitative Organizational Studies: Skill in applying qualitative and quantitative methods to design and conduct comprehensive organizational studies. Adept at developing and evaluating actionable solutions to resolve substantive problems and optimize the overall effectiveness and efficiency of assigned command programs.
• Cybersecurity & Risk Management: Knowledge of cybersecurity principles—including confidentiality, integrity, availability, authentication, and non-repudiation—and the operational impacts of security lapses. Proficient in applying rigorous risk management processes to effectively assess, mitigate, and resolve organizational risks.
• Executive Communication & Partner Collaboration: Ability to communicate clearly across diverse audiences, with the proven ability to organize, strategize, and brief complex issues directly to leadership. Highly effective at maintaining collaborative partnerships to facilitate coordination and present critical recommendations that impact resources or established operational procedures.

Conditions of Employment :

• Must be able to obtain and maintain a TS/SCI Security Clearance
• Position requires drug testing
• Occasional travel away from regular duty location may be required.
• May be required to work irregular duty hours including evenings, weekends, and/or holidays.
