Program Manager Technical Lead

Job Summary:

The Program Manager / Technical Lead serves as the primary interface with DHS OCFO, overseeing contract performance, project governance, release planning, risk management, and providing technical oversight for DHSTIER operations and maintenance activities. This role ensures successful delivery of all contract requirements while maintaining compliance with federal regulations and security standards. Responsibilities:

• Manage all contract deliverables and overall performance.
• Develop and maintain the Project Management Plan.
• Lead status meetings and quarterly review sessions.
• Manage change requests and coordinate release schedules.
• Coordinate application enhancements and production support activities.
• Oversee configuration management and source control processes.
• Ensure compliance with DHS security policies and Section 508 accessibility requirements.
• Serve as the escalation point for critical incidents.

Required Skills & Certifications:

• 8+ years of federal IT experience.
• 5+ years of leadership experience in application operations and maintenance.
• PMP certification preferred.
• Experience supporting DHS, Treasury, or federal financial systems.
• Knowledge of SDLC, Agile methodologies, and ITIL practices.

Preferred Skills & Certifications:

• Advanced certifications in project management or IT service management.
• Experience with federal compliance frameworks beyond DHS security and Section 508.
• Technical expertise in configuration management tools and source control systems.

• Availability to manage and respond to critical incidents promptly.

Scheduling:

• Standard federal IT work schedule with potential for on-call duties during critical incidents or releases.
