JOB DESCRIPTION

Job Brief: Description: Duties: Coordinate the organizations, staffing and operational activities for the Public Works projects of the Engineering division of the Public Works Department. Participate in the development and implementation of goals, objectives, policies and priorities of the engineering division; identify resource needs; recommend and implement policies and procedures. Participates in the planning and formulation of design alternatives and solutions for major construction projects; provides conceptual estimates, feasibility studies, and cost estimates, and may coordinate the production of basic design plans and construction documents. Develops and administers project budges and fiscal controls, contracts and quality control provisions; performs project cost estimating and value engineering as appropriate. Oversees all aspects of the day to day management of construction projects; monitors and coordinates work performed by architectural, engineering, and construction firms, as well as city, state, and federal entities. Ensures that project operations are in compliance with design specifications and with city, state and federal policies and regulations. Establishes performance and delivery criteria, ensuring the client and City requirements are being met; prepares project specifications, and coordinates procurement, as appropriate. Qualifications: Eight years of increasingly responsible engineering/architectural experience within the appropriate division including three years of supervisory responsibility. associate of Arts Degree with further training in supervision, construction, and maintenance techniques or closely related discipline. Possession of, or ability to obtain an appropriate valid Mississippi Driver's License. UNDER LIMITED SUPERVISION, MANAGES, DIRECTS, SUPERVISES, PLANS AND COORDINATES THE ACTIVITIES AND OPERATIONS WITHIN AN ASSIGNED DIVISION; ADMINISTER THE CONSTRUCTION AND DISCOVERY OF THE NEW CITY FACILITIES AND/OR ALTERATIONS/MODIFICATIONS TO EXISTING FACILITIES; ADMINISTER ALL ASPECTS OF CONTRACT MANAGEMENT PARTICIPATES IN THE PLANNING AND FORMULATION OF DESIGN ALTERNATIVES AND SOLUTIONS FOR MAJOR CONSTRUCTION PROJECTS; PROVIDES CONCEPTUAL ESTIMATES, FEASIBILITY STUDIES, AND COST ESTIMATES, AND MAY COORDINATE THE PRODUCTION OF BASIC DESIGN PLANS AND CONSTRUCTION DOCUMENTS DEVELOPS AND ADMINISTERS PROJECT BUDGETS AND FISCAL CONTROLS, CONTRACTS, QUALITY CONTROL PROVISIONS; PERFORMS PROJECT COST ESTIMATING AND VALUE ENGINEERING, AS APPROPRIATE OVERSEES ALL ASPECTS OF THE DAY-TO-DAY MANAGEMENT OF CONSTRUCTION PROJECTS; MONITORS AND COORDINATES WORK PERFORMED BY ARCHITECTURAL, ENGINEERING, AND CONSTRUCTION FIRMS, AS WELL AS CITY, STATE, AND FEDERAL ENTITIES REVIEWS AND INTERPRETS PROPOSED DESIGNS, ARCHITECTURAL DRAWINGS, AND BUILDING SPECIFICATIONS FOR APPROPRIATENESS TO REQUIRED FUNCTION AND/OR CITY STANDARDS, AND INITIATES REVISIONS WHERE APPROPRIATE; ADVISES CONSULTANTS AND CLIENTS AS TO HOW BEST TO ACHIEVE REQUIRED RESULTS EXPERIENCE: EIGHT YEARS OF INCREASINGLY RESPONSIBLE ENGINEERING/ARCHITECTURAL EXPERIENCE WITHIN THE APPROPRIATE DIVISIONS INCLUDING THREE YEARS OF SUPERVISORY RESPONSIBILITY TRAINING: ASSOCIATE OF ARTS DEGREE WITH FURTHER TRAINING IN SUPERVISION, CONSTRUCTION AND MAINTENANCE TECHNIQUES OR A CLOSELY RELATED DISCIPLINE
