PUBLIC HEALTH NURSE III

SUMMARY OF POSITION The County of Monterey Health Department’s Public Health Bureau is seeking to fill one vacant Public Health Nurse III position in the Immunization (IZ) and Communicable Disease (CD) Unit. The IZ/CD Unit is responsible for the prevention, investigation, and control of vaccine‑preventable and other reportable communicable diseases in Monterey County. It conducts disease surveillance, case and contact investigations, provider outreach, community education, and implements state and federal program requirements, including immunization grant deliverables and communicable disease reporting mandates. The Public Health Nurse III serves as the County’s Immunization Coordinator and plays a key leadership role within the CD Unit. Responsibilities include coordinating immunization program activities, overseeing the Vaccines for Children (VFC) program, managing vaccines, ensuring compliance with state and federal guidelines, and serving as the Perinatal Hepatitis B Prevention Coordinator. The role also requires maintaining a communicable disease caseload; conducting timely case and contact investigations; coordinating care; providing education to patients, providers, and the public; mentoring staff; supporting outbreak investigations; implementing and monitoring program protocols; ensuring completion of grant deliverables; preparing reports; and conducting quality improvement activities. RESPONSIBILITIES Plan, develop, review, monitor, evaluate, and directly participate in providing services in a major nursing or public health program for the Department. Train, assign, and review the work of Public Health Nurses and other staff; provide consultation and assistance; make decisions on program or administrative problems. Provide supervisors with updated information on program or personnel issues. Participate on various committees and serve as liaison, providing information to other County departments and external agencies. Determine needs, recommend, and implement projects to address those needs; collaborate with community groups in developing needed public health services. Apply the nursing process of assessment, planning, intervention, and evaluation when evaluating individuals and families. Coordinate care, confer with physicians, nursing staff, agencies, and community members; refer clients to appropriate resources. Provide case finding, health counseling, instruction, and epidemiological investigation in prevention and control of diseases; carry out physician orders; administer injections and medications. Formulate written program goals and objectives; recommend program policies and develop and update program protocols. Keep records, prepare reports, and compile statistical information. QUALIFICATIONS THE SUCCESSFUL CANDIDATE Will have a proven track record demonstrating the following knowledge, skills, and abilities: THOUGH KNOWLEDGE OF The principles, methods, and procedures of public health nursing. WORKING KNOWLEDGE OF Community aspects of nursing programs, continuity of patient care, and nursing services. Epidemiologic investigations and care of chronic and communicable diseases. Environmental, sociological, and psychological problems associated with public health nursing clients and families. Normal and abnormal human physiological development and behavior patterns. Principles and procedures involving family planning, sexually transmitted diseases, maternal and child health, child growth, and communicable diseases. Prevention, detection, reporting, and treatment specific to public health programs. The laws, codes, and standards applicable to public health programs. The use of community resources for assistance in public health programs. Some Knowledge of Public health program coordination and implementation. Staff supervision and development. Federal, state, and local laws and regulations governing public health. Principles of mental health. Basic statistical concepts. Skill and Ability to Use common medical instruments. Analyze, evaluate, and draw logical conclusions from data; evaluate problems, policies, procedures and formulate an effective course of action. Think creatively; develop new methods, procedures or approaches to achieve program goals; exercise initiative, ingenuity, and sound judgment in identifying and solving administrative and technical problems. Work independently with little or no direct supervision. Plan, prioritize, direct, and review the work of others. Communicate effectively in writing to prepare reports and records. Work effectively with the public and others during the course of work. Understand, interpret, and apply rules, laws, policies, and regulations relative to specific public health programs. Read, understand, and apply oral and written policies and procedures. Manage an assigned caseload independently. Communicate verbally to address groups and individuals. DESIRABLE QUALIFICATIONS Ability to speak, read, and write in English and Spanish. EXPERIENCE Two years of extensive public health nursing experience. CONDITIONS OF EMPLOYMENT Successfully complete a background check including fingerprinting. Possess and maintain a valid California Class C driver’s license or provide suitable transportation approved by the appointing authority. Be available to work a flexible schedule, including evenings, weekends, holidays, and during times of disaster and/or emergency. Possess a license in active status to practice as a registered nurse in California and a Public Health Nursing Certificate issued by the State of California.
