This role is responsible for overseeing regional office operations, managing staff, and ensuring compliance with state conservation programs. The ideal candidate will provide leadership to District Supervisors, oversee erosion and sediment control programs, and foster partnerships to support agricultural landowners. This list of responsibilities should not be construed as all-inclusive and the agency reserves the right to add or remove duties and responsibilities as required to meet the agency's need.Key ResponsibilitiesRegional Office Operations & Administration Time allotment: 40%Provide direct supervision, set clear expectations, and establish deliverables for regional staff.Monitor regional expenditures and forecast fiscal needs to maximize budget efficiency.Participate in and promote regional conservation workshops.Support large-scale educational outreach programs, such as NRCW or Envirothon, upon approvalOversee the maintenance, safety, and scheduling of regional office vehiclesAlign regional planning and operations with overarching departmental and organizational goals.District Liaison & Management Time allotment: 30%Serve as the official GSWCC liaison to regional Conservation Districts.Coordinate GSWCC representation at all local district meetings.Verify that district agendas, minutes, and announcements comply with open meeting laws and GSWCC policies.Monitor Local Issuing Authority (LIA) attendance and reporting to ensure district requirements are met.Keep districts informed of Commission deadlines, legislative updates, and relevant external eventsGuide districts in developing quality Plans of Work and necessary operational materials.Facilitate the processing of district allotment paymentsAssist districts with program research and identifying new funding opportunities.Conduct Memorandum of Agreement (MOA) and Overview processes for the Urban Department.Provide operational support to the Watershed Dam Department as requested.District Supervisor Support & Events Time Allotment: 15%Manage supervisor per-diem processes, resignations, appointments, and elections.Deliver targeted training to supervisors to promote strong, self-sufficient district leadership.Represent GSWCC and local districts at educational workshops and outreach events.Assist districts develop programs that meet local training needs.Erosion and Sediment Control Time Allotment: 10%Oversee the professional and timely resolution of complaints received by the regional office.Manage the regional LIA development program in alignment with Conservation Department policies.Direct and ensure the successful execution of the regional plan review program.Landowner & Agricultural Assistance Time Allotment: 5%Collaborate with partner agencies, including NRCS, Extension, and GACDCreate and promote resource opportunities for local agricultural producers.Qualifications & SkillsRequired Education & ExperienceEducation: Bachelor's degree in Environmental Science, Conservation, Ecology, Natural Resource Management, or a related fieldExperience: Minimum of 2-3 years of progressive experience in conservationPhysical & Work Environment RequirementsFieldwork Capability: Ability to traverse uneven terrain outdoors in diverse, potentially harsh weather conditions.Flexibility: Willingness to travel regionally and work occasional evenings or weekends for public meetings and events.Licensure: Possess and maintain a valid State Driver's License.Qualifications and SkillsStrong leadership skills with experience managing staff and budgets.Knowledge of environmental conservation, erosion control laws, and agricultural practices.Excellent communication skills for public speaking, training, and agency collaboration.Ability to interpret and apply state policies, legislation, and open meeting laws.Strong organizational skills to manage multiple district deadlines and program reviews.Minimum Qualifications: High school diploma/GED and three (3) years of job-related experience; or one (1) year of experience required at the lower level Safety & Complnc Spec 2 (RCP011) or position equivalent.Equal Employment Opportunity EmployerThe State of Georgia does not discriminate based on race, color, national origin, sex, religion, age, disability, or other protected categories in employment or the provision of services.
