Position Summary

The Resident House Manager is an essential member of the Supportive Services team, providing peer support and daily residential oversight to individuals experiencing chronic homelessness residing in Quest Community Development Corporation's housing programs. This is a live-on-site position: the Resident House Manager resides at the program residence, and housing is included in the total compensation package. Under the supervision of the Lead Certified Peer Support Specialist/Case Manager and Program Director, the Resident House Manager promotes recovery, housing stability, and independent living by fostering a safe, supportive, and recovery-oriented environment.

Serving as a positive role model, the Resident House Manager utilizes lived experience, recovery principles, and person-centered practices to encourage resident engagement in supportive services, behavioral health treatment, life skills development, and community resources. The Resident House Manager also reinforces program expectations, promotes community living, assists with daily residential operations, and collaborates with the interdisciplinary team to support residents in achieving long-term recovery, self-sufficiency, and stability in permanent housing.

Live-On-Site Requirement and Housing Compensation

This is a live-on-site position. The Resident House Manager is required to reside at the assigned program residence for the duration of employment in this role. On-site residency supports the position's core responsibilities, including daily residential oversight, wellness checks, evening and overnight presence, crisis response, and consistent role modeling within the recovery-oriented community environment.

Housing is provided by Quest CDC and is reflected in the total compensation package for this position, in addition to the stated salary range. Occupancy of the on-site unit is tied to employment in this role and governed by a separate employee housing agreement that addresses the terms, conditions, and expectations of on-site residency, including move-out provisions upon separation from the position. The value and tax treatment of employer-provided housing will be administered in accordance with applicable IRS guidelines and Quest CDC policy.

Essential Duties and Responsibilities

Peer Support and Resident Engagement:  Serve as a positive role model for residents, using lived experience, recovery principles, and person-centered practices to build trusting relationships. Encourage resident engagement in supportive services, behavioral health treatment, life skills development, and community resources. Distribute recovery resources and support residents in working toward long-term recovery, self-sufficiency, and stable permanent housing.

Daily Residential Oversight and Wellness Checks:  Provide daily oversight of the housing program, including conducting wellness checks, monitoring the residence's safety and condition, reinforcing program expectations, and promoting community living. Maintain an on-site presence consistent with the live-on-site requirement, report safety or maintenance concerns to the appropriate staff, and assist with daily residential operations.

Crisis Support and De-Escalation:  Support crisis de-escalation in accordance with program procedures and training, including responding to after-hours situations as an on-site presence. Recognize signs of distress or crisis, respond calmly and appropriately, and immediately escalate emergencies, safety concerns, or behavioral incidents to the Lead Certified Peer Support Specialist/Case Manager, Program Director, or emergency services as appropriate.

Resident Orientation and House Meetings:  Assist with resident orientation to the residence and program expectations. Facilitate house meetings and resident activities that promote a safe, supportive, and recovery-oriented community environment.

Documentation and Reporting:  Document resident interactions, wellness checks, incidents, and observations accurately and promptly, following established program procedures. Always maintain appropriate confidentiality of resident information.

Interdisciplinary Team Collaboration:  Collaborate with the Supportive Services interdisciplinary team, including case management, peer support, property management, and community partners, to coordinate services and support residents in achieving their goals.

Qualifications

• High school diploma or equivalent preferred.
• Ability and willingness to reside on-site at the assigned program residence for the duration of employment in this role.
• Lived experience with recovery, homelessness, or housing instability that supports credible peer support is strongly valued.
• Peer Support Specialist certification, or experience in peer support, recovery support, behavioral health, or substance use counseling, is a plus.
• Experience working with individuals experiencing chronic homelessness, housing instability, substance use challenges, or other barriers to housing stability preferred.
• Ability to model recovery-oriented, person-centered practices and maintain appropriate professional boundaries within a shared living environment.
• Strong interpersonal and communication skills and the ability to interact professionally with residents, staff, and community partners.
• Ability to remain calm in crises, follow de-escalation procedures, and escalate concerns appropriately, including during evening and overnight hours.
• Basic documentation skills and the ability to maintain accurate, confidential records.
• Willingness to complete training in crisis response and de-escalation, peer support practices, confidentiality, and program procedures.

Independent Action and Judgment

Activities and decisions are somewhat routine, requiring occasional independent action and judgment within established program policies and procedures. The Resident House Manager exercises sound judgment in recognizing safety concerns, residents' needs, and situations that require escalation to the Lead Certified Peer Support Specialist/Case Manager or the Program Director.

Working Environment

Work is performed in a residential program serving individuals experiencing chronic homelessness, where the Resident House Manager also resides on-site as a live-in employee. The work environment involves some physical and interpersonal risks that require following basic safety precautions, program procedures, and crisis de-escalation protocols.

Consequence of Errors

Errors in this position could negatively impact resident safety, well-being, recovery progress, and housing stability. Failure to conduct wellness checks, document interactions, follow program procedures, maintain confidentiality, or escalate safety concerns and emergencies promptly could result in preventable harm to residents, program disruption, compliance concerns, or damage to the residence. The Resident House Manager must exercise sound judgment, maintain professionalism and appropriate boundaries, and promptly escalate serious matters.
