Rehabilitation Counselor

Summary This Rehabilitation Counselor position is located in the Mental Health Department at VA Boston Healthcare System in Brockton, MA. The position is full time, 40 hours per week. Qualifications United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: A master’s degree in rehabilitation counseling or clinical rehabilitation counseling from a rehabilitation counseling program accredited by the Council for Accreditation of Counseling and Related Educational Programs (CACREP). If the degree was granted prior to July 1, 2017, the program must be accredited by the Council on Rehabilitation Education. Alternatively, a master’s degree in counseling or clinical rehabilitation counseling from a college or university accredited by a national or regional accrediting body recognized by the Council for Higher Education Accreditation (CHEA) is acceptable. Or a master’s or doctoral degree in a related field of study with course content that emphasized rehabilitation counseling, disability, therapy, health, employment, wellness, or human development from a college or university accredited by CHEA. Or foreign graduates with a degree acceptable by the Commission on Rehabilitation Counselor Certification (CRCC). Certification: Current full and unrestricted certification as a Certified Rehabilitation Counselor (CRC) from the CRCC to practice vocational rehabilitation counseling. Exceptions for Graduate RCs: Graduate RCs from an approved counseling program who meet basic qualification requirements may be appointed on a temporary appointment not to exceed two years. They may only be appointed at the entry grade level and may not be promoted until certification is obtained. Loss of certification: An employee who fails to maintain the required certification must be removed from the occupation and may be terminated. Physical Requirements: Work is sedentary but also requires standing, walking, bending, twisting, and carrying light items. Work is performed in an office/clinic setting with normal safety precautions. English Language Proficiency: Candidates must be proficient in spoken and written English as authorized by 38 U.S.C. § 7403. Grade Determinations: Provide details of KSAs required for GS-09 and GS-11 grades if applicable. Veterans' preference does not apply for internal or other current permanent Federal agency employees. This position is on the Boston locality pay table. Duties Serve as a journey-level Rehabilitation Counselor providing personal adjustment counseling, therapeutic rehabilitation interventions, and case coordination services. Use evidence-informed and evidence-based modalities to aid Veterans with severe disabilities in achieving competitive employment, educational, and independent living goals. Conduct assessments using medical records, disability documentation, observation, and interviews to generate personal, vocational, and educational histories. Select, administer, and interpret vocational and psychometric instruments to evaluate abilities, transferable skills, functional capacity, labor market analyses, aptitudes, interests, values, and overall work resilience. Customize vocational exploration activities, administer measurement-based care instruments, and track progress throughout treatment. Determine clinical need for therapeutic services, including work restoration, transitional placement, assistive technology, and financial benefits counseling. Develop patient-centered treatment plans using SMART goals and provide ongoing assessment of Veteran's progress. Use counseling skills to promote self-awareness, adjustment to disability, and successful integration into the community.
