Project OverviewBechtel is building a semiconductor manufacturing plant in New Albany, Ohio. We are partnering with the North America Building Trades Unions and suppliers to create several thousand new jobs and work with local education organizations to implement new training programs that will support the future talent pipeline. Headquartered in Reston, Virginia, the M&T global business unit also includes colleagues working in Arizona, Ohio, Texas, India, and additional project locations around the world.Job SummaryIn this role, you will perform tasks involved in the formation and administration of purchase orders. You will prepare bidders' lists, qualify bidders, form bid packages, issue bid requests, participate in negotiations, recommend commitments, secure approvals, communicate with suppliers and monitor supplier performance. Your efforts are to ensure potential and current suppliers comply with purchase order requirements and provide the required service and results to meet project needs. This position is designated as part-time telework per our global telework policy and requires at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the project leadership.Major ResponsibilitiesPrepares, maintains, and monitors project bidder's lists, ensuring input is received from all procurement functions and other operational groupsForms, issues, and administers purchase ordersParticipates in the negotiations in the commitment of purchases, following review and approval of the proposed negotiating plan by the designated supervisorCommunicates with Engineering to assist and/or guide them in the preparation of material requisitions for the procurement of materials and equipment and to achieve the understanding needed to process these requisitions.Forms bid packages and issues bid requests; coordinates bidders' questions; and receives bidder proposals.Prepares Commercial Bid Summary and recommendations to award and prepares and commits purchase ordersReviews and comments on special payment billings.Participates with Engineering and supplier representatives in discussions held to clarify purchase order documents and/or specification requirements.Identifies, defines, and secures agreement regarding potential changes. Initiates and processes revisions that establish scope and effects on cost and schedule of agreed upon changes.Award and manage Blanket Orders and Releases.Establish files and control all correspondence between the project and the supplier.Closeout orders per established project procedures.Education and Experience RequirementsRequires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 9-12 years of relevant work experienceRequired Knowledge and SkillsProficiency and experience in the formation and administration of purchase orders through the several steps of bidder prequalification, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring the performance of suppliers, back charge procedures, resolution of claims and disputes, and other such related steps.Proficiency in oral and written communicationStrong organizational skills and ability to effectively multitaskProficiency in use of MS toolsTotal Rewards/BenefitsFor decades, Bechtel has worked to inspire the next generation of employees and beyond!
