Fleet Mechanic

Position reports to: Master Mechanic, Fleet Management Supervisor

Positions supervised: None

BLS comparable: 49-3031, Bus & Truck Mechanics & Diesel Engine Specialists

Leadership: Provides co-worker leadership to others through motivation, team building, and providing feedback.

Conditions of employment:

  • Must be 18 years of age.

  • In accordance with 49 CFR 391.53, information regarding previous employers may be used for the purpose of investigating the applicant's safety performance history within the previous three years. This includes general employment, accident, and drug/alcohol information.
  • As a safety-sensitive employee, the employee will be required to comply with all provisions of DOT Regulation 49 CFR Parts 40 and 382, including random drug and alcohol testing.
  • In accordance with 49 CFR 391.23, a Motor Vehicle Report covering the previous three years will be obtained for the purpose of investigating the applicant's driving history.
  • Possession of a valid Oklahoma driver's license with an acceptable driving record.
  • Must have a telephone.
  • Due to "on-call status", must be able to report to work within 45 minutes.

Position purpose: To provide support services to City of Enid departments through efficient repair and maintenance of city vehicles and equipment.

Essential functions and basic duties:

  • Use handtools such as screwdrivers, pliers, wrenches, pressure gauges, and precision instruments, as well as power tools such as pneumatic wrenches, lathes, welding equipment, and jacks and hoists.
  • Inspect brake systems, steering mechanisms, wheel bearings, and other vehicle parts to ensure that they are in proper operating condition. Test drive trucks and buses to diagnose malfunctions or to ensure that they are working properly.
  • Raise trucks, buses, and heavy parts or equipment using hydraulic jacks or hoists.
  • Use test instruments such as handheld computers, motor analyzers, chassis charts, and pressure guages to inspect, test, and listen to defective equipment and diagnose malfunctions.
  • Adjust and realign brakes, align wheels, tighten bolts and screws, and reassemble equipment.
  • Install strobe lights, overhead lights, radios, antennas, time locks, gun vaults, safety equipment for K-9 vehicles, and emergency electronic equipment.
  • Examine and adjust protective guards, loose bolts, and specified safety devices.
  • Inspect and verify dimensions and clearances of parts to ensure conformance to factory specifications.
  • Specialize in repairing and maintaining parts of the engine, such as fuel injection systems.
  • Perform routine maintenance such as changing oil, checking batteries, and lubricating equipment and machinery.
  • Provide assistance to other departments as needed.
  • Perform other duties as required.

Performance measurements:

  • The Fleet Management division runs smoothly and efficiently.
  • Repairs are accomplished in a routine and efficient manner.
  • Work orders and records are accurately completed.
  • Work area is organized and well maintained.
  • A preventive maintenance program is followed resulting in lower repair costs and reduced motor vehicle accident rates.
  • Effective working relations exist with City personnel.
  • New employees are well trained and assisted. Management is appropriately informed.
  • Employee understands and adheres to applicable safety policies.
  • The City's professional reputation is maintained.

Qualifications:

Education/Experience: High school diploma or general education degree (GED); or six months related experience and/of training; or equivalent combination of education and experience.

Certificates/Licenses: Possession of a valid Oklahoma driver's license with an acceptable driving record. Certified forklift training (within 6 months). Additional specialized training preferred.

Required knowledge:

Mechanical: Knowledge of machines and tools, including their designs, uses, repair, and maintenance.

Electronic: Knowledge of high voltage electronics and electrical equipment.

Skills/Abilities:

  • Ability to use a digital voltmeter, computer scanner, and lab scope.
  • Handle multiple tasks simultaneously.
  • Accurate and attentive to detail.
  • Good communications and public relations abilities.
  • Good typing and computer application skills.
  • Ability to assist and support others.
  • Able to operate telephone, PC, copier, and other basic business machines.

Physical & Mental Activities and Requirements of this Position:

Finger Dexterity: Manual dexterity sufficient to reach/handle items, work with fingers, and perceive attributes of objects and materials.

Visual Abilities: Normal vision, with or without corrective lenses.

Physical Strength:

PDC Level: Very Heavy

Employee lifts/carries 85 lbs. occasionally (less than 33% of the time or 1-100 times per day); exerts push/pull strength of 45 lbs. Ability to ascend/descend ladder.

Language/Comprehension: Ability to read and comprehend simple instructions, short correspondence and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients and other employees of the organization.

Reasoning Ability: Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions. Ability to deal with problems involving a few variables in standardized situations.

Mathematics Ability: Ability to perform very basic math skills including adding and subtracting two-digit numbers, multiplying and dividing with 10's and 100's. Ability to perform these operations using units of money and weight or distance measurement.

Work Schedule/Hours: Regular 8-hour shift, typically 7:30 a.m. to 4:00 p.m., Monday - Friday. On-call nights and weekends, as required. Overtime as required. OtherVariable lunch period and breaks in coordination with other office personnel.

Work Conditions: Outdoor and indoor shop environment.

Noise Level: Very Loud. Hearing protection required.

Other Work Conditions:

  • Frequent work near moving mechanical parts.
  • Frequent exposure to air contamination, fumes, or airborne particles.
  • Frequent exposure to vibration.
  • Risk of electrical shock.

Advancement Criteria:

Intermediate: Advanced vocational training. 4-6 years related work. Advanced experience with public works diesel engines. Knowledge of safety as it applies to job. Valid CPR certification. Provide management support on a short-term basis. ASE Certification in one discipline.

Advanced: Mechanic/air-conditioning certified. 7+ years related work. Expert with public works diesel engines, trucks, tractor, and graders. Supervisory skills. Ability to operate welder/sandblaster. Provide management support for extended periods. ASE Certification in more than one discipline.
